About the Role

Culmen International is hiring a Sr. Program Analyst / Subject Matter Expert to provide system engineering and technical assistance services for the Department of Homeland Security (DHS) Science and Technology (S&T) Directorate and their Technology Centers Division (TCD). DHS is committed to using cutting-edge science and technology to make the United States more secure. The DHS S&T Directorate organizes and supports the scientific, engineering, and technological resources and applies these resources to produce and deploy technological tools and knowledge products to help protect the United States. TCD prepares DHS for the future of science and technology. They do this by providing an enduring capability of science and engineering expertise, as well as conducting basic and applied research into emerging and future science and technology to ensure the top scientific and engineering advisors are available to S&T and the Department; and ensure science and technology advancements are harnessed for cutting-edge solutions to operational challenges.



What You'll Do in Your New Role

Support DHS S&T Science Executives in the management of DHS S&T programs in Biometrics, Sensors and Platforms, Violent Extremists, and Social Science. Duties include:

    Monitoring, updating, and reporting tasks in a Task Tracker system.
  • Assist with the development and management of technology transition plan documents.
  • Support integrated program control activities to ensure program and project management status information is effectively and efficiently portrayed in a timely manner through program reviews, performance metrics, program compliance, government stakeholder meetings, project presentations, and project status updates.
  • Support the government program leads including developing proposed responses for tasks, coordinating the draft responses with subject matter experts.
  • Support the government with the planning and development of senior level presentations and briefings.
  • Support the government in monitoring and ensuring all, schedule and technical performance measures.
  • Support the logistics for government meetings to include: preparing meeting presentations, organizing an agenda, coordinating with a variety of stakeholders; and taking meeting minutes.
  • Participate in government solution development meetings and compile government feedback.


Required Qualifications

  • Education and Relevant Experience Requirements are Bachelor's and 10 years of experience; or Master's and 5 years of experience.
  • U.S. Citizen
  • TOP SECRET Clearance
  • DHS Suitability or ability to obtain DHS Suitability (will be required to start work)
  • Experience in Biometrics - or - Sensors and Platforms (surveillance, detection, alerting, and notification)
  • Experience in DHS S&T Directorate.
  • Experience working remote in a professional team environment


Desired Qualifications

  • Master's Degree
  • In addition to Required Experience, Research Experience in Violent Extremists and Social Science (i.e., behavioral, economic, and risk factors on individual, social, and economic implications of technological advances and ways to increase adoption and use, as well as methods for countering violent extremism and terrorism prevention).

The determination of compensation at Culmen International, LLC is based on various factors such as location, the individual's unique combination of education, knowledge, skills, competencies, clearance level, experience, internal equity, contract-specific affordability, and organizational requirements. The projected compensation range for this position is $80,000 - $88,000 annually. This estimate represents the typical salary range for this position and is just one component of Culmen's total compensation package for employees.
