SUMMARY OF DUTIES:

The Sr Manager Emergency Management - Preparedness provides program management in support of the Director of Emergency Management and participates as a managing member of an integrated departmental team of technical and functional experts, supports emergency planning, regulatory compliance, and ensures security risk management is coordinated with Amtrak departments across the system. Additionally, this position examines outcomes from exercises, regulatory debriefs, and post incident investigations to determine and address improvement planning corrective actions. This position plays a critical part in driving cross-departmental efforts across a variety of functional areas in pursuit of SMS objectives and compliance. A successful candidate will thrive in a high volume, fast-paced, time sensitive work environment. A comprehensive knowledge of part 239 passenger train emergency preparedness, strong organizational skills, action-oriented multitasking capabilities, and results-focused communication skills are key requirements to be successful in this role.

In an emergency:



  • Acts on the direction of the Program Manager(s) / Director to whom he / she is assigned.
  • May be deployed to the field to work within the Incident Response Team.


During normal operations:



  • Manages the development and/or maintenance of Amtrak emergency management program to include incident management plans.
  • Leads plan development and leads change management and ongoing maintenance
  • Performs publication edits and distribution
  • Conducts program audits and prepares results for leaders
  • Document and track emergency events
  • Develops and maintains internal and third-party technical tools that support plans, mass communication and reporting
  • Oversees and tracks EM equipment in all Amtrak locations
  • Develops strong relationships with stakeholders and leaders
  • Enhances program by providing information and making recommendations to Leadership on gaps/issues within the program and suggesting opportunities for improvement.
  • Maintain thorough knowledge of programs' plans and priorities to ensure alignment with Amtrak corporate objectives



ESSENTIAL FUNCTIONS:



  • Performs technical writing functions, requiring knowledge of the various areas of emergency management and of the terminology required.
  • Ensures all drafted plans are following and meeting the standards outlined in applicable company style guides.
  • Facilitates post incident discussions and authors after action reports and improvement plans to inform Amtrak's corrective action program.
  • Tracks corrective actions identified; mobilizes departments and leads improvement planning.
  • Devises and tracks plan maintenance schedule.
  • Manages contractors and vendors selected to support program implementation.
  • Tracks project timelines and workplan for each planning effort utilizing PME; and
  • Serves in a leadership position on the Amtrak Incident Response Team
  • Provides strategic planning direction to internal and external stakeholders in Amtrak and emergency management principles and policies.
  • Performs outreach among other regions within Amtrak to increase awareness of emergency and security management plans and activities.
  • Serves as subject matter expert at internal and multijurisdictional planning meetings.
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS:



  • Education and experience equivalent to a bachelor's degree from an accredited college or university in Emergency Management, Business, or in a job-related field of study.
  • In lieu of a degree thirteen (13) years of relevant expereince is required.
  • Nine(9+) years' experience in emergency preparedness and response, transportation security, emergency management and operations, emergency planning, and communications.
  • Experience building collaborative partnerships and support systems with a variety of stakeholders, including first responders, commercial, rail, emergency response and operational stakeholders.
  • Completion of FEMA Independent Study Courses -- NIMS - IS 100, 200, 700 and 800.
  • Completion of training as required in accordance with position requirements.
  • Must be able to adhere to a 7/24/365 on-call schedule.
  • Strong business acumen of Amtrak strategic plan; able to translate business processes into program development and manage budget, schedules, and performance of professional service groups.

  • Ability to perform well under pressure and tight deadlines that often come with crisis situations.
  • Knowledge of planning processes to develop sound emergency management solutions for a transportation organization, including implementing the Incident Command System.
  • Proficient in facilitating meetings among diverse stakeholders.
  • Ability to translate the roles and responsibilities of the department to customers and stakeholders, both internally and externally.
  • Advanced interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively both independently and in a team or collaborative environment.
  • Ability to communicate complex, information clearly, efficiently and effectively and in a manner that meets the needs of diverse audiences, to include senior-level leadership.
  • Ability to write and edit documents and policies with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
  • Proven experience utilizing Microsoft Office, including SharePoint, Excel, Outlook, Word, Access, and PowerPoint.
  • Ability to lead during a high pressure, fast-paced environment, and aggressive deadlines throughout emergency and non-emergency situations.
  • Research and analyze complex processes, procedures, policies, and organizational structures, and recommend changes to department.


PREFERRED QUALIFICATIONS:



  • Emergency management experience in transportation or railroad setting.
  • Masters Degree in Emergency Management or MBA
  • Eleven (11+) yearsexperience in emergency preparedness and response, transportation security, emergency management and operations, emergency planning, and communications.


WORK ENVRIORNMENT:



  • Financial and Analytical Acumen; Frequently operates a computer, writes detailed reports, reads written and electronic materials, and openly communicates with other employees and non-employees - in- person, via telephone or webinar.
  • Under time constraints and sometimes without warning, adapts to changes in tasks and priorities, multi-tasking, working closely with others as a member of a team, and working extended hours often outside normal hours.
  • Must be able to travel nationwide (50%).
  • Must be willing to work nights and weekends when needed.
  • Occasionally subjected to adverse weather conditions and fumes or airborne particles in normal duties, and emergency response.
  • This is an on-call 24/7/365 position.


COMMUNICATIONS AND INTERPERSONAL SKILLS:



  • Must have excellent oral and written communication skills.



The salary/hourly range is $135,800 - $176,040, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
