Position Description

The Anoka County Housing and Redevelopment Authority (HRA) and the Community and Government Relations Department's mission is to provide for a coordinated approach to the use of local, state, and federal funding for persons of low or moderate income. To provide direct communication with the County Board, HRA Board, and Anoka County staff on emerging issues, implementation of new programs, and the undertaking of significant housing or development projects.

The department has an immediate opening for an Assistant Director, Community and Government Relations. Some of the critical responsibilities of this position include assisting with departmental oversight, management of the senior housing portfolio, providing technical assistance and direction to cities and county departments in accordance with Anoka County's policies and procedures for the Anoka County HRA.

This position is subject to an employment agreement and is appointed by and serves at the will of the Anoka County Board of Commissioners.

This is a full-time, exempt, hybridposition. Interviews will take place as applicants are selected.

Pay & Benefits

  • Salary: $92,601.60 to $111,113.60 ($44.52 to $53.42 per hour).

Work Location

  • This position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.

  • This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.

  • Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m.

Job Duties and Responsibilities
These examples are not all-inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Assistant Director, Community and Government Relations.

  • Assist in providing departmental oversight and direction in accordance with Anoka County's policies and procedures related to community development activities.

  • Direct and supervise the operations and activities of the department through a team of managers and/or assistant managers, prepare strategic plans, provide budgetary oversight and manage the development of policies and procedures to accomplish the department's mission.

  • Management and coordination of special projects of the ACHRA.

  • Identify and implement programs that will be of benefit to Anoka County and oversee the establishment and administration of community programs.

  • Develop procedures related to economic development including project feasibility, underwriting, financing, program development and coordination of the marketing strategy.

  • Cultivate relationships with groups, organizations, employees, and cities in the community.

  • Guide and mentor direct reports and provide direction to Community and Government Relations individual contributors through a team of managers.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Requires a bachelor's degree and at least 7 years of job-related experience

  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis

Preferred Knowledge, Skills, and Abilities Needed

  • Degree in Business, Public Administration, Housing, Urban Studies, or a related field.

  • Experience leading teams and creating positive and productive work environments.

  • Knowledge of affordable housing development, fair housing, and community development programs and processes.

  • Experience with government relations, lobbying or advocating for policy changes at the local, state or federal level.

  • Knowledge of public financing.

  • Strong oral, verbal, and written communication skills.

Physical Demands and Work Conditions

  • Standard office environment

  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness

  • Hearing abilities required for general and phone communication, signals, and machine sounds

  • Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work

  • Occasional lifting of 10-20 lbs.

  • Equipment used includes computers, phones, and standard office equipment

  • Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle
