Outreach Manager

Summary:

The Outreach Mnager on the ASPCA's government Relations team has the opportunity to see their passion for animal protection translate into impact in state legislatures and in Congress to directly support ASPCA's mission of improving outcomes and protections for animals. This person provides critical support for grassroots cultivation - tracking relationships, helping build our field advocacy team, and working closely with other legislative staff to conduct targeted outreach efforts. The Outreach Manager also identifies and develops tools and resources to promote policies at the federal and state level.

The Government Relations department is committed to introducing and guiding legislative initiatives supporting animal welfare, providing political expertise at state and federal levels, and training and guidance to legislatures, nonprofit colleague groups, and the public on animal welfare topics aligned with ASPCA's guiding principles. The saying "all politics is local" embodies the importance of this role - this position has the ability to translate general public interest in animal protection into tangible benefits for animals who are suffering and exploited.

The Outreach Manager meets regularly with the Director of Legislative Engagement and Senior Outreach Manager to determine needs and develop strategies for successful legislative campaigns. The person in this role will rely on strong communication skills to engage diverse stakeholders, and will bring enthusiasm and commitment to overcoming policy challenges.

Compensation and Benefits:

The target hiring range is based on where the employee works, which for remote roles is the employee's primary location of residence, and its respective cost of labor. Starting pay for the successful applicant will depend on a variety of factors, including but not limited to education, training, experience, location, business needs, internal equity, market demands or budgeted amount for the role. The target hiring range is for new hire offers only, and compensation may increase beyond the maximum hiring range based on performance over time. The maximum of the hiring range is reserved for candidates with the highest qualifications and relevant experience. The expected hiring salary ranges for this role are set forth below and may be modified in the future.

  • Zone 1: $57,000 - $59,000 annually
  • Zone 2: $63,000 - $66,000 annually
  • Zone 3: $69,000 - $72,000 annually

Responsibilities:

Responsibilities include but are not limited to:

Outreach (50%)

  • Strategize with Senior Outreach Manager and relevant lobbyist(s) to identify key needs and target districts or states for advocacy focus
  • Develop full-cycle strategic and layered outreach campaign plans with key stakeholders to achieve policy goals
  • Conduct strategic outreach to identified districts, galvanize support for legislation, and engage in productive follow-through
  • Manage the District Captain and Regional Advocacy Field Team volunteer programs
  • Lead monthly volunteer calls
  • Generate creative ideas and recommendations regarding outreach tactics to supervisor to further develop strategies for increased engagement
  • Organize and lead event planning as needed (lobby days, conferences, advocacy meetings, etc.)
  • Report progress on a weekly basis to supervisor and colleagues

Resource Development and Support (40%):

  • Track outreach and relationships in Airtable databases
  • Draft, organize and track all volunteer communications including social media content, earned media content and direct communications to legislators
  • Build expertise in policy areas
  • Develop outreach materials
  • Create internal and external advocacy trainings
  • Generate outreach and impact reports for team analysis
  • Coordinate Legislative Engagement team projects for Government Relations internship program

Legislative Support (10%):

  • Participate in regular team meeting(s) and provide updates
  • Organize direct constituent lobbying with lawmakers and staff

Education/Experience:

  • High school diploma required
  • Bachelor's degree or equivalent professional experience required
  • 1 year of combined experience in one or more of the following areas required: community outreach and/or organizing; campaigning; legislative work; lobbying; or work within a government agency or government affairs department
  • Experience managing volunteers preferred
  • Experience working with databases a plus; ability to run reports or set up a new database is not required but is preferred
  • Experience planning events preferred
  • Experience working or volunteering within animal welfare strongly preferred

Additional Information:

  • Ability and willingness to travel up to 40% of the time as needed. Note that travel is required, and averages 30% travel over the course of the year, up to 40% in peak times.
  • Long and sometimes unpredictable hours, dependent on external factors
  • Candidates located on the east coast or in one of the following states are preferred: New York, Florida, or Michigan.

Qualifications:

  • Commitment to animal protection issues
  • Passion for change and appreciation for incremental and deliberate nature of policy development
  • Foundational understanding of the legislative processes (e.g. how a bill becomes a law),
  • Awareness of the political realm
  • Diplomatic and tactful in all communications.
  • Ability to advocate positions before diverse audiences, flexibility, and ability to change directions from one assignment to another quickly as-needed
  • Proficient in Microsoft Office Suite
  • Strong and professional communication skills, both orally and in writing - Experience writing communication around policy issues a plus
  • Team-oriented
