Introduction

Located 35 miles west of Washington DC, Loudoun County offers a diverse blend of cultural, recreational, and educational opportunities.

The Department of Finance & Procurement is responsible for ensuring that the county's financial management and accounting systems are maintained appropriately and that county agencies and the public receive information in a timely manner. The Division of Accounting, Finance and Operations manages internal auditing and compliance, financial accounting, financial and budgetary reporting, internal controls, payroll, accounts payable, and functional system support and administration of the Oracle Enterprise Resource Planning (ERP) System.


Job Summary

The Division of Accounting, Finance and Operations is seeking a detail-oriented Grants Accountant with strong analytical skills who thrives in a fast-paced work environment. The ideal candidate should possess knowledge and experience of OMB uniform guidance, cost principles, audit requirements specifically for federal and state awards, and generally accepted accounting principles. Knowledge of governmental accounting and GASB is strongly preferred.

Essential functions include:

  • Preparing federal and state regulated reports for funds and grant programs in compliance with reporting requirements.
  • Reviewing, monitoring, and reconciling budgetary and actual revenue and expenditures for grants.
  • Providing support for ad-hoc projects and analysis, preparing journal entries and reconciliations, preparing and reviewing grant invoices, researching, and preparing audit work papers and analysis to support the completion of the Annual Comprehensive Financial Report (ACFR) and Schedule of Expenditure of Federal Awards (SEFA).
  • Contributing to other accounting and financial analysis as needed.
The ideal candidate will possess a thorough knowledge of principles of governmental accounting and public section finance. The ideal candidate will show keen attention to detail, ensuring accuracy and precision in all tasks. Strong communication skills are needed with the ability to articulate ideas clearly and effectively both verbally and in written form. Collaboration is key, as this position will work closely with a variety of team members to achieve common goals. The ability to cultivate relationships, both internally and externally, will drive success in this role. This is a hybrid position with some telework opportunities.

Hiring salary is commensurate with experience.

Minimum Qualifications

Bachelor's degree in Accounting, Finance, or a related field and three (3) years of related work experience, preferably in a government accounting setting; or equivalent combination of education and experience.

Prefer certifications such as Certified Public Accountant (CPA), Virginia Government Officers Association Certificate and/or Certified Public Finance Officer (CPFO). Oracle EBS or Oracle Fusion Cloud experience is a plus.
