POSITION SUMMARY:

The Utilities Specialist supports the mission of delivering safe, sustainable, and cost-effective housing by managing utility services across a portfolio of affordable housing communities. This role is responsible for monitoring utility consumption and expenses, ensuring accurate billing, supporting energy efficiency initiatives, and working closely with internal teams and utility providers to enhance operational performance. The Utilities Specialist plays a key part in helping the organization meet regulatory requirements and maximize financial and environmental stewardship.

ESSENTIAL FUNCTIONS:



  • Coordinates utility accounts for new and existing affordable housing properties, ensuring service activations, transfers, developments, and billings are handled efficiently.
  • Monitors service interruptions and coordinates timely resolutions with vendors and property management teams.
  • Partners with vendors to ensure utility invoices are accurately processed, coded, and paid on time.
  • Investigates billing anomalies and consumption spikes to identify issues or opportunities for savings.
  • Maintains centralized databases for tracking utility usage, costs, and related records.
  • Supports compliance with local, state, and federal utility regulations, including billing, metering, and consumption standards.
  • Prepares utility-related reports for audits, regulatory bodies, and financing requirements such as HUD, LIHTC, and energy benchmarking.
  • Maintains documentation required for utility allowance schedules and reimbursement processes.
  • Supports and implements initiatives to reduce energy and water usage, including rebate programs and sustainability projects.
  • Collaborates with maintenance and asset management teams to promote cost-effective conservation strategies.
  • Provides utility data for budgeting, forecasting, and capital planning, ensuring alignment with utility allowance calculations and resident billing practices.
  • Supports training efforts for site teams to recognize and report utility issues and apply best practices.


QUALIFICATIONS:



  • Associate's degree in Facilities Management, Environmental Science, Public Administration, or related field or equivalent combinations of education and experience.
  • 2 years of utility management or billing experience within affordable housing, property management, or public sector programs.
  • Experience working with HUD, LIHTC, or similar affordable housing compliance programs is strongly preferred
  • Deep understanding of utility billing practices, cost tracking, and energy conservation strategies.
  • Strong analytical and data management skills, including proficiency in Microsoft Excel.
  • Familiarity with ENERGY STAR Portfolio Manager or other benchmarking tools.
  • Strong communication and problem-solving skills.
  • Ability to work independently and manage multiple priorities.
  • Must reside in one of the following states: AL, AR, AZ, CA, CO, CT, FL, GA, IA, ID, IL, IN, KS, LA, MA, MD, MI, MN, MO, MS, MT, NC, NE, NM, NV, OH, OK, OR, PA, SC, SD, TN, TX, UT, VA, WA, or WI


    PAY RANGE: $26.44 - $33.65 /hour
