Job Summary: TheHealth Program Officer (HPO) is the primary contact for all refugeehealthrelatedissuesin thestateofKansas.TheHPO also serves as the State Refugee Health Coordinator (SRHC) for Kansas, providinghealthexpertiseandcomplementingtheresponsibilitiesoftheState RefugeeCoordinator(SRC).S/hefacilitates,coordinatesandmonitorsallstatewideactivitiesrelatedtothe Medical Screening (MS), Refugee Medical Assistance (RMA) and Refugee Health Promotion (RHP) programs. This position reports to the SRC for Kansas. Major Responsibilities: RefugeeMedicalAssistanceandScreenings
- Ensure refugees and ORR-eligible populations have access to Refugee Medical Assistance, Medical Screenings, and Refugee Health Promotion services in Kansas.
- CoordinateRMA, MS and RHPactivitiesacrossstateandmonitor RAs and clinicprovidersforcompliance.
- CollaboratewithNationalMedicalReplacementDesignee.
- Collaboratewithclinicsforrefugeemedicalbilling.
- Ensurecoordinationbetweenrefugeeresettlementagenciesandhealthclinics to ensure access to medical care.
- Providetechnicalassistancetoensurecomprehensiveandqualitymedicalscreeningservices.
- Addressinterpretation,transportationandcapacityissuesatagenciesandclinicstoincrease meaningful and timely access to medical screening, RMA, and RHP programs.
- Inform partners ofdiseaseoutbreaksorotherpublichealthcrisesoccurringinORR-servedpopulations.
- Coordinate thetransferofEDN healthrecordsfor out-migratingandincomingsecondarymigrants.
- Collaborate with USCRI forRMApoliciesandprocedurestoserviceproviders.
- Prepare donor narrativeanddatareports forRMA,MSandRHP programs.
Ongoing Healthcare
- SupportpartnerstoensuretimelyenrollmentinRMA, MS, and RHP.
- Troubleshootcomplexmedicalissues with RAs, clinics, Kansas Medicaid and PCU insurance.
- Engageineffortstoremovebarrierstoongoing healthcare such as transportation and translation for clients and service providers.
- Educatehealthcareprofessionals,agencystaff,stateofficialsand/orotherstakeholdersonNational Culturally and Linguistically Appropriate Services (CLAS) Standards and other refugee health issues.
- Promote RHP by developing linkages between mental health service providers and refugee-serving organizations.
HealthEducation
- Developanddistributehealtheducationmaterials.
- Develop training materials for mainstream providers on refugee health and other trainings to respond to provider-specific needs (and/or partner with community organizations to provide such trainings).
Partnershipsand Outreach
- Coordinatewithpartnerstoleverageexpertiseofstateandlocalhealthdepartments.
- Meet with USCRI on a regular basis to ensure RMA and PCU programs are running smoothly.
- Meet with ORR DHS Liaison on a regular basis to ensure compliance to MS and other health related programs.
- Identifyandcollaboratewithnewpartnerstopromoterefugeehealth and access to health services.
Job Requirements:
- Bachelor's DegreeinPublicHealthorhealthrelatedfieldrequired; advanced degree preferred.
- Minimum5yearsprogressiveworkexperiencemanagingapublichealthprogrampreferred.
- Minimum5yearsofexperienceinprogrammonitoring,evaluationandgrantsmanagement required; federal grant management experience highly desirable.
- Budgetmanagementexperience preferred.
- Solidorganizationalskillswithabilitytomulti-task,setpriorities,effectivelymanagetimeand meet deadlines.Ability to be flexible and work well under pressure in a fast-paced team environment. This person oversees refugee health services and should be able to engage off office hours if needed to respond to health-related emergencies.
- Proven ability to negotiate and work with stakeholders; experience with organizational capacity strengthening and partnership building.
- AbilitytotravelfrequentlytodifferentareasinKansaswhererefugeesareresettledand participate in conferences, trainings and meetings.
- Strongcomputerskills,includingMicrosoftOfficeSuite,cloud-basedapplicationsanddatabases.
WorkEnvironment:

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.
