This position is responsible for developing & implementing standard tools, work processes to gather, validation, analyze and report pertinent cost information throughout the life-cycle of the Turnaround Event. This position is also responsible for ensuring the consistency and effectiveness of deployment of tools & systems, achieved by leading & mentoring Cost Engineers, CDPs, Project Technician.

Key Job Responsibilities

  • Team administration duties in overseeing team of professionals (5-6 direct reports).

  • Owns, controls, standardizes cost related practices, tool templates to be deployed consistently for TAR Events, while applying change management for improved practices, tools.

  • Ensures effective implementation across the TAR lifecycle, from front end strategic planning through to close out phases

  • Own and maintain historical cost parameters database based on post-TAR cost analysis.

  • Develop, monitor, communicate trends per plant, region, and across North America. Utilize trend data to improve cost estimation & forecasting basis.

  • Develop cost control strategies for each TAR Event, outlining framework of project WBS structure, Direct & Indirect CBS and ensuring its consistent & effective implementation.

  • Develop & implement standard cost estimation & cost forecasting tools, work processes, training support to Planning & Execution Teams for effective utilization.

  • Develop Cost Forecasting tools to incorporate TRACK data, Contractor Cost Reports (ICR, SOFA), Change Log - FCO data, Risks & Opportunities cost impact data as well as bringing visibility on utilization of available Contingency & Allowances.

  • Own the Change management process (FCO) & related tools and its deployment for effective utilization across all TARs.

  • Develop & deploy the Cost Allocation principles of Indirect/ Support Cost allocations across Capital, Expense scopes.

  • Develop cost estimation validation & verification checks to drive quality & predictability.

  • Takes lead in developing & presenting cost controls related topics of improvement to PROS Leadership & Management Team.

  • Collaborate with Execution TAR Event Manager in establishing standard PO management strategy to drive work efficiencies & monitoring of PO values, in addition to establish visible stewardship tools for prelim & final funding adherence and any supplemental funding request requirements.

  • Ensure TAR Capitalization and Capital Asset Disposals Request (CADR) requests are being performed.

  • Provide guidance on Capital vs Expense designation by working with subject matters experts on finance procedures and best practices within TARs.

  • Implement tools & expectations for Contractor Cost Reporting (Incurred Cost Report - ICR, Statement of Final Account - SOFA)

  • Drive desired vendor behaviors for cost reporting, invoicing compliance. Interface with Procurement for driving vendor accountability, including NCRs.

  • Leads the development of cost controls related TAR Practices.

  • Evaluate & work on continuous improvement idea generation & solutions implementation

  • Takes responsibility in driving timely TAR Event cost closure by working with various team members cross-functionally.

Minimum Hiring Requirements:

  • Minimum high school diploma or equivalent with experience

  • 10+ years of experience in Turnarounds Cost Controls, with a proven track record of managing cost for $25MM+ turnarounds

  • 3+ years of People management & leadership experience

  • Proficient in SAP, Advanced Excel skills, Knowledge of P6 scheduling reports is a must.

  • Experience developing and maintaining project cost controls dashboards and reports

  • Strong understanding of Accounting Principles; Project Cost Controls; Capital Projects; Turnarounds Maintenance; SAP Project Set-up, Cost Transfers, Requisitioning

  • Proficient in the use of computers and business software, including Microsoft (Excel, Word, PowerPoint, OneNote, Outlook), Adobe Acrobat, Primavera P6, and SAP Project / Maintenance Modules

Work Hours

  • Typically 40 hours per week Monday-Friday. Longer hours might be required during Turnaround planning & execution phases which may also require working some weekends.

  • Ability to travel up to 5%. Travel is required in U.S. and Canada, primarily California, U.S. Gulf Coast, Edmonton, Ontario, and U.S. Northeast.
