This leadership role is responsible for the oversight, coordination, and supervision of multiple Program Services, including Basic Needs, Food Services, Pathway of Hope, Seasonal Programs, and Front Office operations. As a member of the Executive Leadership Team, the position plays a key role in strategic planning, staff development, program evaluation, budget management, and community engagement. The role ensures all programs align with The Salvation Army's mission and comply with organizational standards and policies.

Th is full time position has a starting pay rate of at least $70,000/year. The position offers a generous benefits package that includes excellent health, dental, vision, and hearing insurance as well as paid time off that includes 15 days of vacation per year, 12 sick days per year (6 of which can be taken like vacation days), 12 paid holidays, 2 personal days, and the ability to earn an additional 2 days of PTO through our wellness program. Job Objective: Provides direction, supervision, oversight, and coordination of Program Services (Basic Needs, Food Services, Pathway of Hope, Seasonal Programs, and Front Office Staff). Serves as member of the Executive Leadership Team and participates in Expanded Delegation of Authority meetings and functions.

  • Directs, instructs, supervises, monitors and evaluates the work performance of Social Services staff. Ensures compliance to TSA and departmental policies and procedures. Provides support and encouragement to staff and provides development opportunities.
  • Conducts regular staff meetings for the purposes of program coordination, good communication, and in-service trainings in keeping with Salvation Army policies.
  • Oversees the keeping and reporting of accurate case records, documentation of services provided through all programs, and assumes responsibility for monthly statistical and in-kind donation reports to the Finance Department and Divisional Headquarters.
  • Reviews and recommends for approval annual department budgets for relevant Salvation Army programs prior to submission to the Area Coordinator for approval; manages program budgets.
  • Works cooperatively and collaboratively with other departments as needed to ensure programs operate effectively.
  • Networks with other community social service agencies. Actively engages in the community to have knowledge of ongoing needs, program development and improvements to current assistance. Develops an effective continuum of care. Attends or assigns and oversees staff attendance to inter-agency, community, and state meetings as necessary to achieve objectives.
  • Ensures proper use of the Salvation Army Information System (SIMS) Database by social service staff.
  • Analyzes the effectiveness of all programs including ensuring that the programs comply with TSA's mission. Submits regular reports on these findings to the Area Coordinator.
  • Develops and/or manages program policies and performance accountability measures to include United Way outcomes and The Salvation Army's National Social Service standards. Prepares and gives presentations representing community needs and The Salvation Army for funding purposes or as requested.
  • Coordinates and supervises assigned seasonal programs. This includes but may not be limited to planning meetings, budget preparation, securing locations for events, ensuring adequate paid and volunteer staffing, and attending trainings as necessary and/or required and other duties as directed by the Area Coordinator.
  • Researches and processes applications for available government grants for The Salvation Army's ongoing program services. Works with the Grant Writer for all program related grant requests/information. Monitors compliance with grants and contracts.
  • Participate and provide support to Advisory Board, Advisory Board Committees and Subcommittees, and Women's Auxiliary as assigned or as needed.
  • Serves as the Manager on Duty Monday through Friday for services or building needs that arise, including arranging or providing coverage for reception areas as needed.


Minimum Qualifications:

The requirements listed below are representative of the minimal education, experience, skills, and/or abilities required for this position.

Education: Bachelor's degree in social services or related field. Master's degree in related field preferred.

Experience: 5-6 years of social work experience, including management experience.

Any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Certifications: Valid Wisconsin Driver's license with approval to drive from TSA's insurance carrier. CPR/AED/First Aid/Naloxone Administration certification to be obtained within first 60 days of employment.

  • Strong organizational skills, with the ability to prioritize tasks.

  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate exceptionally well orally and in writing.
  • Principles and practices of social work and case management techniques relevant to the services offered.
  • De-escalation and crisis intervention techniques.
  • Collaborative case planning.
  • Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds.
  • Assess cases appropriately and utilize the most appropriate community resources to provide effective client services.
  • Programs and eligibility requirements for the Social Security Administration, State Medicaid and BadgerCare, County Social Service and Food Share, and other relevant programs.
  • Computer applications related to the work including strong skills in Microsoft Office Suite, Internet and e-mail.

Much of this job is performed indoors in normal room temperature conditions. When the duties require being outdoors, the employee is exposed to weather conditions prevalent at the time.
