Project Description
The scope of this effort is a large-scale project involving Cybersecurity, Infrastructure Security, and Digital Transformation Support Services. Harmonia provides services to implement innovative transformation technologies and support services to establish and acquire Digital Transformation Support Services with individual Call Orders to address several current and anticipated challenges across their customer's environment, including the following:



  • Lack of centrally developed and deployed digital services- As the mission and requirements of the agency continue to evolve, Harmonia's customer must have the flexibility and agility to centrally innovate and deploy digital services at speed.


  • Disparate business and mission systems- The Program manager will lead the centralization of systems and streamline operations.


  • Disparate data management, analytics, and collaboration environments- The Program manager will lead the efforts in developing and implementing an agency-wide operating model that ensures consistency in the delivery of the full mission.


  • Enterprise IT governance and stakeholder engagement- Harmonia's customer requires the ability to engage internal agency stakeholders, identify common needs, and plan and implement enterprise-wide solutions in a coordinated manner.


Position Description

Harmonia is seeking a highly experiencedProgram Manager with deep expertise in cybersecurity, infrastructure security, and large-scale digital transformation initiatives to lead a high-visibility, multi-year government program. The Program Manager will be responsible for strategic planning, stakeholder engagement, program execution, and governance for a complex portfolio of transformation efforts, ensuring alignment with enterprise objectives and federal cybersecurity mandates.

This role will oversee delivery of innovative technology solutions, integration of disparate mission and business systems, modernization of data management and collaboration environments, and establishment of rapid deployment mechanisms for digital services across the customer's enterprise.

Responsibilities:

Program Leadership & Strategy



  • Lead the execution of a large-scale program delivering Cybersecurity, Infrastructure Security, and Digital Transformation Support Services in accordance with customer mission needs.
  • Develop and implement the program management framework, governance model, and performance metrics.
  • Align transformation initiatives with agency-wide strategic goals, enterprise IT governance, and cybersecurity best practices.


Cybersecurity & Infrastructure Security Oversight



  • Ensure all program activities comply with applicable FISMA, NIST RMF, and Zero Trust Architecture guidelines.
  • Oversee the integration of security architecture into all digital transformation efforts, including system modernization, cloud adoption, and secure data exchange.
  • Coordinate with agency security offices to ensure continuous monitoring, incident response readiness, and risk mitigation.


Digital Transformation Management



  • Drive centralization and rapid deployment of digital services to replace disparate systems.
  • Lead the integration of mission and business systems to enhance interoperability and operational visibility.
  • Oversee modernization of data management, analytics, and collaboration environments to support enterprise-wide mission execution.


Stakeholder Engagement & Communication



  • Build strong relationships with internal and external stakeholders, including executives, mission owners, IT leaders, and end users.
  • Facilitate agency-wide workshops, requirements sessions, and governance boards to identify shared needs and coordinate enterprise solutions.
  • Provide regular briefings to senior leadership on progress, risks, and mitigation strategies.


Contract & Resource Management



  • Oversee program staff, cost, schedule, and performance within the parameters of multiple Call Orders under the contract.
  • Manage and coordinate the work of technical SMEs, subcontractors, and internal delivery teams.
  • Ensure contract deliverables are completed on time, within budget, and meet quality standards.


Requirements



  • Clearance: Active Top Secret with eligibility for SCI
  • Education: A bachelor's or master's degree in management, engineering, computer science, or information systems or ten (10) years of experience in lieu of a bachelor's degree
  • Experience:

    • A minimum of seven (7) years of experience in IT program management.
    • Proven track record leading enterprise-scale digital transformation initiatives.
    • Experience managing programs with multiple concurrent task orders or call orders.
    • Demonstrated success in integrating complex systems, modernizing data environments, and enhancing collaboration platforms.
    • Experience with applying Agile and Scrum methodologies.




  • Certifications: PMP required; ITIL v3 or v4 require; Certified Scrum Master and SAFe are acceptable certifications in lieu of ITIL; CISSP, CISM, or equivalent strongly preferred
