Overview

Under general direction of the Manager, the Specialist is accountable for all various administrative duties associated with ITS Op Qual Testing, Commercial Motor Vehicle drivers, administering and managing hiring and progression tests. They also assist with skills training testing functions for O&R Utilities, perform a full range of administrative and program related duties, is responsible for maintaining training records for employees and contractors, participates and responds to audits by the Public Service Commission (PSC), Internal QA, Corporate and any other entity. Candidate must exhibit excellent customer service skills in addressing needs of the instructors, students, and other key stakeholders in the Company.

Responsibilities

Core Responsibilities
  • Provide administrative support for Operator Qualification testing at TLC. Assist with tracking Operator Qualification requirements, as needed, using ITS
  • In accordance with departmental guidance memo procedure, conducts quality checks on gas operator qualification paper records. Serves as a backup and provides supporting inputting paper training records into the LMS system as needed.
  • Manages enrollments of classes, courses and programs. Assists instructors with Operator Qualification packets, rosters and attendance sheets. Maintains all electronic and hard copies for reference.
  • Assists with the company's hiring and progression testing program under the direction of the manager of O&R training. This will consist of various duties such as working with line organizations, labor and recruitment. Responsible for proctoring tests and development and change of tests. Ensure confidentiality and test administration is carried out in compliance with Company policies, guidelines and standards.
  • Assist with various eTrain functions including analyzing of data and preparing reports as needed. Perform scheduling duties in eTrain. Enters data and updates eTrain as needed.
  • Assists the company CDL coordinator during annual reviews and assist in the processing of all new CDL's. Be a backup for the CDL Coordinator and be well versed in the CDL process and managing the CDL Master list and DQF Files
  • Assist in scheduling all required driver training i.e. Entry Level Driver training (internally) and on-road skills training, including DMV road test (external vendor) and document in eTrain system.
  • Responsible for Oracle and P-card transactions/invoices and process contractor billing invoices.

  • Perform other related tasks and special assignments as required.

Qualifications

Required Education/Experience
  • Bachelor's Degree and 4 years of relevant work experience. or
  • Associate's Degree and 6 years of relevant work experience. or
  • High School Diploma/GED and 8 years of relevant work experience.
Relevant Work Experience
  • At least 4 years of relevant acceptable work experience in Operations, HR function or Administrative Role, required.
  • Gas and/or Electric Distribution, Substations and Transmission Systems, preferred.
  • Excellent oral and written communications skills, required.
  • Strong presentation and facilitation skills, required.
  • Demonstrate enthusiasm, flexibility and the ability handle multiple tasks and assignments while working under tight deadlines, required.
  • Computer literacy and proficiency with Microsoft Office suite is required, especially Word, Excel, and PowerPoint, required.
  • Must be able to work as a team player in a manner consistent with Company objectives. Must be able to work with limited supervision, required.
  • Must be well organized, detail oriented. Must be flexible to handle multiple assignments and deadlines and adapt to changing priorities, required.
  • Must possess excellent interpersonal and oral and written communication skills. Must have the ability to effectively interact with customers, required.
  • Must have strong analytical, technical, interpersonal and leadership skills. Must be able to maintain confidentiality of records and information, which includes PII, required.
  • Must exhibit excellent customer service skills in addressing needs of the instructors and other key stakeholders at the Learning Center, required.
  • Support staff, outside vendors, and various levels of management and the union, required.
  • Relevant work experience includes HR, Training/Testing, and/or Operations industrial relations, preferred.
  • Experience in the development and administration of workplace testing processes and/or with any Learning Management System (LMS). Prior experience with any Learning Management System (LMS), preferred.
  • Experience and/or knowledge of Electric/Gas Operations and some familiarity of Safety and Compliance is preferred.
  • Experience with NGA Operator Qualifications, and Company, Local and Federal Standards and Procedures, preferred.

Physical Demands
  • Able to work in all weather conditions, i.e. excessive heat and/or cold
  • Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
  • Ability to work with, and in, the vicinity of high voltage and/or other high-energy systems
  • Stand, walk, lift, climb, bend, kneel, stoop, and/or reach for the duration of the workday
  • Ability to travel to company locations to work on storm restoration and heat contingencies
  • Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses
  • Work with equipment with a manufacturer weight rating of 350lbs
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must push, pull and lift 25 pounds
  • Must sit or stand to use a keyboard, mouse, and computer for the entire shift
  • Must work at field locations in all weather conditions
  • Must be able and willing to travel within O&R and/or CECONY service territory, as needed
