MANAGER OF EMERGENCY MANAGEMENT SERVICES

OFFICE OF EMERGENCY MANAGEMENT AND COMMUNICATIONS

Planning & Preparedness - Citywide Operations

Number of Vacancies: 1 (Additional vacancies possible pending budget approval)

Starting annual salary: $96,588.00

This position is open to current AFSCME BIDDERS AND the PUBLIC. Only current City employees covered under the City's Collective Bargaining Agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4, & 5 are considered BIDDERS and are eligible to bid. Under direction, manages City-wide emergency management planning and coordination programs and activities in the areas of preparedness, mitigation, response, and recovery, and performs related duties as required.

ESSENTIAL DUTIES



  • Supervises professional emergency management staff engaged in developing and updating City-wide emergency management plans in preparation for and response to emergency and disaster situations
  • Oversees the development and implementation of operating procedures and action plans to effectively utilize emergency personnel and equipment during emergency or disaster situations
  • Activates the proper response plan during emergency situations/public safety incidents, following established protocols and standard operating procedures
  • Oversees the development of Incident Action Plans for City sponsored special events
  • Coordinates emergency personnel and services at emergency or disaster incidents
  • Monitors and directs the coordination of recovery efforts to restore services and operations
  • Manages emergency planning projects, directing staff activities including disaster simulation exercises and emergency operations drills to prepare City departments to effectively respond to emergencies
  • Conducts research and prepares reports for management to remain abreast of best practices and new developments in the area of emergency management preparedness
  • Oversees staff performing threat and vulnerability assessments, determining necessary security and risk mitigation measures
  • Prepares management reports relating to emergency operations planning and preparedness activities
  • Prepares related reports regarding costs associated with emergency management response plans
  • Oversees the preparation of public information materials and conducts public education presentations on emergency management programs


RELATED DUTIES



  • Drafts public informational materials and conducts public education presentations on emergency management programs, and
  • Provides direction and guidance to lower-level emergency management coordinators

DIVISION: Planning & Preparedness - Citywide Operations

ADDRESS: 1411 West Madison Street

SHIFT/WATCH: 1st Watch: 10:00 p.m. to 6:00 a.m. OR

2nd Watch: 6:00 a.m. to 2:00 p.m. OR

3rd Watch: 2:00 p.m. to 10:00 p.m.

*Shift assigned based on seniority order (according to the CBA)

Candidate may be ON CALL

DAYS OFF: Assigned based on operational availability

*May be required to work weekends and/or Holidays

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE.

Qualifications

MINIMUM QUALIFICATIONS



  • At least eight (8) years of experience in project management or emergency management; OR
  • Graduation from an accredited college or university with an Associate's degree in Public Safety Management, Public Administration, or a directly related field PLUS at least six (6) years of experience in project management or emergency management; OR
  • Graduation from an accredited college or university with a Bachelor's degree in Public Safety Management, Public Administration, or a directly related field PLUS at least four (4) years of experience in project management or emergency management; OR
  • Graduation from an accredited college or university with a Master's degree in Public Safety Management, Public Administration, or a directly related field PLUS at least three (3) years of experience in project management or emergency management.



Licensure, Certification, or Other Qualifications

* A valid State of Illinois driver's license is required

NOTE: You must provide your transcripts or diploma, professional license, or training certificates at time of processing, if applicable.

SELECTION REQUIREMENTS

This position requires applicants to complete an interview. This position also requires candidate(s) to complete a Willingness and Ability questionnaire. Candidate(s) who affirmatively answer the Willingness and Ability questionnaire will be interviewed. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the interview will be selected. Selected Bidders will be hired in seniority order according to the collective bargaining agreement.
