Job Title: Assistant City Manager

Hiring Range: $126,838/ annually - $142,709/ annually

Salary Range: $126,838/ annually - $190,299/ annually

Position Summary: In support of the City Manager's Office, this position performs a variety of professional level duties and project management consistent with the organization's values and mission statement. Reporting to the City Manager, this position plays a critical role in organizational development projects and community-wide initiatives. Acts as a lead on key projects between City Manager's Office, City departments, and the community.

Supervision Exercised and Received: This position works under the direct supervision of the City Manager. This position is responsible for supervising the administrative staff for the City Manager's Office.

Essential Job Functions:

Organizational Development

  • Executes leadership and supervision responsibilities through sound judgment, focusing on quality improvement, managing, and resolving conflict, fostering a culture of accountability, clearly defining responsibilities and expectations, setting goals, providing motivation and performance feedback, recognizing contributions, and encouraging training and development.
  • Performs a wide variety of professional level activities relating to organizing, coordinating, and implementing management projects at the direction of the City Manager. Work includes project oversight for a variety of complex assessments of City operations and community-wide projects.
  • Originates and develops complex ideas in new and undefined areas that impact a major segment of the organization and community. Participates in strategic planning for the City Manager's office and organization. Participates in the City's Agency Director Team, the City's senior leadership team.
  • Actively seeks out and maintains in-depth knowledge of organization, programs, and policies of City government. Develops strategies and plans on public policy issues. Recommends policy or actions to the City Manager and Deputy City Managers.
  • Assists and participates in the development and implementation of goals, objectives, policies, and priorities for citywide government and the City Manager's Office.
  • Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.

Project Management

  • Prepares and develops plans for high level complex projects and programs requiring coordination and collaboration with internal and external contacts, including City Council, City management, City staff, boards, commissions, and other organizations and agencies. Develops and manages various contracts to implement city projects and programs. Conducts high level policy analysis on a variety of topics.
  • Oversight of the city's legislative policy agenda.

Community Engagement

  • Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public. Represents the City in City Council meetings, special commissions, and boards, the community at large, and at professional meetings as required.
  • Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service. Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers. Responds to resident complaints and requests for information that cannot be handled at lower staff levels.
  • Pursues and maintains partnerships with other entities to meet community needs. Advocates City issues on behalf of the City Manager's Office. Serves as liaison between community, staff, and City Council. Represents the city on multi-jurisdictional committees, task forces, and boards. Negotiates agreements with other entities including memorandums of understanding, contracts, and leases.

Budget Support

  • Oversees the financial health of the City Manager's Office, including in the preparation of budgets and grants; monitors, verifies, and reconciles expenditures of budgeted funds as appropriate in coordination with City Manager's Office administrative staff.

Minimum Requirements:

  • Education: Bachelor's degree with major course work in government, political science, business, or related field.
  • Experience: Five years in a similar role, in local government, non-profit organizations, or other related public sector activities.
  • Technical Knowledge: Must be proficient in Microsoft Word, Excel, and Outlook (Email). Must have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms.
  • Licenses & Certifications: Must possess a valid Colorado driver's license or be able to obtain one within 30 days of start date.

Preferred Candidate: Master of Public Administration (MPA) or Master of Business Administration (MBA) or related master's degree is preferred.

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge, and skills as determined by the City of Aspen may be substituted for the requirements above.

NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.

Position Type and Work Hours:

  • Regular full time, hours may vary with workload.
  • Evening meetings will frequently be required in addition to or instead of normal hours, including but not limited to City Council meetings and work sessions.
