Program Manager - Federal Programs
Location: Tysons Corner, Virginia (Hybrid Position) Department: Federal Programs Type: Full-Time Exiger is seeking a senior-level Technical Program Manager to lead and scale a portfolio of customs, tariff collection, and transshipment programs. This role will drive end-to-end delivery of analytics and platform capabilities (LLMs, data pipelines, and risk models) that directly support trade enforcement missions, partnering closely with AI Solutions Engineers, Data Scientists, and mission stakeholders. Key Responsibilities
- Lead program management for customer engagements focused on tariff classification, transshipment detection, and revenue collection support.
- Drive strategic direction for how AI/LLMs, data pipelines, and risk models can amplify enforcement mission outcomes: define methodologies, set priorities, evaluate trade-offs, and integrate with existing mission workflows.
- Serve as the primary interface with customer mission stakeholders, ensuring technical and analytical outputs meet operational priorities.
- Translate customer compliance needs into actionable requirements for technical and data science teams.
- Manage timelines, resources, and deliverables across complex, mission-driven programs.
- Oversee delivery of mission-ready products (risk models, dashboards, reports, briefings) tailored for customer use.
- Ensure cross-functional collaboration between engineers, data scientists, and policy teams to deliver actionable outcomes.
Qualifications Required
- Significant technical program management experience delivering analytics and AI/ML technology programs in trade enforcement, customs operations, tariff collection, transshipment, or trade transaction analysis.
- Direct experience working with supply chain, trade, shipping, customs, or transactional data in analytical or operational roles.
- Demonstrated experience applying LLM/AI technologies-prompting, model tuning, or advanced analytics-in mission-critical settings.
- Proven ability to lead development of analytics-driven risk models or targeting packages using bulk datasets, with measurable mission impact.
- Experience leading QA/QC for analytics deliverables, including defining acceptance criteria, running data quality checks, and ensuring outputs meet mission and technical standards.
- Strong communicator: able to translate advanced technical and analytical requirements clearly and produce decision logs, specs, and progress updates for multidisciplinary teams (engineering, data science, policy).
Preferred
- Familiarity with SQL and/or Snowflake for data querying, validation, and analytics.
- Familiarity with tariff classification systems, customs valuation, origin determination, and HTSUS applications.
- Familiarity with Bills of Lading, import/export records, and cargo or container data.
