We are currently seeking a Financial Management Analyst, Senior to PMA-261.The candidate will be a member of the In Service IPT in Patuxent River, MD.


Functional Description: Conduct quantitative analyses of information affecting investment programs of public or private institutions. Proficient in NERP, Appropriation Types and the Common Spend Plan Tool.


Duties will include, but are not limited to:



  • Provide financial management support from implementation to execution to the PMA-261 In Service IPT
  • Performs budgeting, funding execution, document management, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations and reporting
  • Requires knowledge of Planning, Programming, Budgeting, and Execution (PPBE) process as it is applied to APN, RDT&E, OM&N, PRL, and PRE
  • The candidate will coordinate with Supportability PM on a daily basis
  • Reviews and assists with the development of funding documents and contract actions as necessary
  • Has a strong understanding of Acquisition Management System (AMS) suite of tools including CSPT, PMT, and CDRL
  • The candidate will coordinate with the Business Financial Managers (BFM) on the creation of Procurement Requests (PR)
  • Knowledge and experience with Procurement Initiation Document (PID) development, Work Requests, Requisitions, and Contract Data Requirements Lists
  • Track and manages contractual commitments, obligations, and expenditures
  • Tracks program/project status and schedules, interprets data and applies policies and procedures for financial planning and staffing requirements
  • Reviews financial status reports and prepares correspondence as required
  • Coordinates with BFMs, IPT leads, and field activities regarding Annual Budget/Funding requirements and manage spend plan accounts
  • Coordinates with BFMs, Contractor support financial analysts, and PID POC regarding contract actions involving Funding. Knowledge of Procurement Integrated Enterprise Environment (PIEE), to include Shared Data Warehouse is a plus


Required Experience: Senior - over Ten (10) years of experience performing duties described in the functional description.


Desired Experience: Knowledge of Appropriation Types and experience using the NAVAIR Common Spend Plan Tool, with at least 5 of those years performing financial analysis and execution with DON acquisition using NERP.


Education: MA/MS degree


Allowable Substitution: Bachelor's Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.

Associate's degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.


OR


Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.


Ability to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $86,190.40 to $129,285.60 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
