ADA/504 Lead Coordinator:

The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County's need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare.

Job Description:

The incumbent will serve as an inter-agency consultant on reasonable accommodation matters. This person will review matters to ensure compliance of Reasonable Accommodation requests from staff and HOC Customers. Will manage and monitor compliance reporting, investigate, follow-up and follow through on matters that may arise within the assigned portfolio. Participate in audits to ensure accessibility compliance.

Will compile data/statistics, prepare reports, documents, and written correspondences. Provide recommendations for corrective action for Federal, State and Local housing programs. Provide recommendations for development of new procedures. May require some travel to provide training to staff and customers. Perform occasional site visits. Act as a back up to the ADA Manager.

Job Duties:

  • Responsible for receiving, tracking and responding to all reasonable accommodation requests.
  • Responsible for electronic storage of requests, follow-up and final decision letters.
  • Liaison with Resident Services and other staff to provide guidance and training on the reasonable accommodation process.
  • Lead for the development and maintain reasonable accommodation curriculum and training programs (live and webinars).
  • Conduct reasonable accommodation training
  • Schedule and coordinate meetings, when needed, with property staff on complex cases.
  • Work collaboratively with maintenance staff to ensure the best solution for physical requests.
  • Contact third party sources to verify legitimate needs due to disability, according to policies.
  • Seek guidance and support from 504/ADA Manager and/or legal counsel as needed.
  • Attend industry training programs and keep abreast of regulations and rules.
  • Enforces and adheres to company policies and procedures.
  • Lead for being a liasion for property manager
  • Review work of other team members
  • Serve as a liaison between with Compliance and Human Resources Departments
  • Gather information for appeals for the Ombudsman in a timely manner
  • Explain and apply critical fair housing laws, regulations, and guidance to assure compliance in HUD's multifamily, housing choice voucher (HCV), and public housing programs.

Minimum Qualifications:

Experience:

  • Two (2) years or more experience in affordable housing, specifically working on reasonable accommodation/ modifications, the Fair Housing Act, Section 504 of the Rehabilitation Act, the Americans with Disabilities Act, the Civil Rights Act of 1964, Health Insurance Portability and Accountability Act of 1996 (HIPAA), and other federal, state, and local policies and procedures.
  • Technical experience in employee reasonable accommodation requests, including relevant courses and certifications.

Education: Bachelor's degree in social work, Counseling, OR related field.

An equivalent combination of education and experience may be accepted

Knowledge, Skills and Abilities:

  • Strong listening, interpersonal, customer service and organizational skills.
  • Must have excellent oral and written communication skills.
  • Must have the ability to maintain excellent customer service techniques
  • Proficient computer skills (MS Word, PowerPoint, Excel, and Google, AODocs, Monday.com, Yardi). Must have the ability to learn other computer software programs.
  • Ability to work independently when required, but also an ability to work well within a team dynamic and communicate well with the other HOC staff.
  • Ability to work under pressure and perform efficiently with time-sensitive matters.
  • Flexibility and ability to learn quickly in a dynamic environment.
  • Must be able to maintain confidential records.
  • Able to pass a criminal background test and pre-employment health screening.
  • Ability to assess and interpret individual client needs and to make appropriate referrals to internal or external sources.
  • Ability to use independent judgment to manage and impart confidential information.
  • Must be able to work in-office at the Kensington location with a hybrid work schedule is available but is subject to change.
  • Develop and maintain reasonable accommodation curriculum and training programs (live and webinars).
  • Work in compliance with the ADA/504 Manager to identify areas of improvement for accessibility standards.
  • Lead for Human Resources Reasonable Accommodations, including Pro.

Licenses and Certifications

  • Will be required to become a certified Reasonable Accommodations Specialist within 6 months and a certified ADA Coordinator within two years.
  • Will become a ADA Certified Trainer within one year of employment.

*Grade 25: Min: $74,529 / Mid: $99,345 / Max: $ 124,160 | Salary determined by departmental budget- Offer commensurate with experience

Your position is designated by the County Executive as one requiring the incumbent to file a Public Financial Disclosure Statement (FDS) pursuant to Montgomery County Ethics Policy. You must file a FDS within 15 days of your hire date, on an annual basis, and when you leave this position.
