Job Summary

The HR Manager for Employee Leaves and ADA provides leadership and oversight of the District-wide leaves of absence and ADA accommodations programs. This role ensures compliance with federal, state, and local employment laws, including the Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), and other applicable regulations. The HR Manager will partner with campus HR teams, supervisors, Employee Relations, and other stakeholders to deliver consistent, equitable, and supportive processes for employees.

Essential Functions

30% Leadership and Team Management

Provide direct supervision, coaching, and performance management to HR staff responsible for leave and ADA administration.

Establish clear goals, priorities, and accountability measures for the team to ensure consistent, timely, and accurate service delivery.

Foster a collaborative, inclusive, and high-performing team culture that emphasizes customer service, compliance, and continuous improvement.

Mentor and develop team members by identifying growth opportunities, providing training, and encouraging professional development.

35% Leave of Absence Administration/ADA Accommodation Management

Oversee and administer employee leave programs, including FMLA, parental leave, military leave, and other applicable programs.

Ensure timely and accurate processing of leave requests, approvals, extensions, and return-to-work documentation.

Maintain accurate leave records, tracking systems, and reporting for compliance and auditing purposes.

Lead the interactive process with employees, supervisors, and medical providers to determine reasonable workplace accommodations under ADA.

Review documentation, assess accommodation feasibility, and coordinate implementation in collaboration with supervisors and Employee Relations.

Monitor ongoing accommodations and reassess as needed.

20% Compliance

Ensure compliance with federal, state, and local employment laws, including FMLA, ADA, HIPAA, and other relevant regulations.

Interpret and apply MCCCD policies and procedures consistently across the system.

Recommend updates to policies and procedures as laws, regulations, and best practices evolve.

Develop and implement streamlined processes for leave and ADA management to improve efficiency and employee experience.

Track and analyze trends in leave usage and ADA accommodations, preparing reports and metrics for leadership.

Recommend strategies to address patterns or concerns related to employee well-being, leave usage, or compliance risks.

Lead cross-functional work groups or task forces to improve systemwide leave and ADA processes.

15% District-Wide Support

Partner with Employee Relations, Legal, Benefits, and other departments on complex cases involving medical leaves, ADA accommodations, or employee relations concerns.

Act as a trusted advisor to leaders and HR staff in navigating sensitive and high-risk leave and ADA issues.

Collaborate with Benefits on coordination of paid time off, disability insurance, and workers' compensation cases.

Ensure employees are supported throughout their leave or accommodation journey while balancing organizational needs.

Handle sensitive and confidential matters with discretion and professionalism.

Provide training, resources, and consultation to campus HR teams, supervisors, and employees on leave and accommodation processes.

Develop user-friendly tools, FAQs, and guides to enhance understanding and compliance.

Conduct workshops or presentations on ADA, FMLA, and related topics as needed.

Serve as a resource to employees navigating leave or ADA processes, providing clear and empathetic guidance.

Other duties as assigned

Minimum Qualifications

Bachelor's degree from a regionally accredited institution and five (5) years of work experience in human resources, which includes the administration, analysis, and/or support of employee leaves and ADA projects, programs, and/or initiatives. At least two (2) years of the required five (5) years of experience must be in a lead or supervisory role.

OR

An equivalent combination of the education and/or experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

1. Prior experience in a higher education or public sector environment.
2. Demonstrated ability to develop training and resources related to employee leaves and ADA.
3. Strong stakeholder engagement and communication abilities, with experience influencing decision-making and building effective partnerships across multiple levels of an organization.
4. Experience collaborating with legal teams, managers, and other HR departments to navigate complex cases
5. Possession of an HR Certification (e.g. PHR, SPHR, SHRM-CP) and/ or specialized leave certification (e.g. CLMS, DMEC)
6. Experience using case management systems

May be required to work at multiple sites or locations.
