Job Summary

Scottsdale Community College (SCC) is seeking a full-time Fiscal Analyst to support the college's fiscal and budgeting functions. This position performs professional financial analysis, evaluates and processes transactions, and provides technical and analytical support in response to inquiries. Key responsibilities include financial reporting, evaluating and processing incoming contracts, overseeing procurement activities, managing procurement cards, reviewing and approving travel authorizations, expense reports, cash advances, and journal entries. The Fiscal Analyst applies independent judgment in analyzing fiscal and operational issues, selecting and applying standard financial practices, and ensuring compliance with applicable policies and procedures.

To best serve the students, department, and college, this position requires a physical presence on campus, with the possibility of partial remote work depending on business needs.

Essential Functions

35% - Provides fiscal and analytical support for activities associated with college-related expenses, including requisitions and purchase orders, ProCard transactions and reconciliations, travel authorizations, cash advances, monitors and controls expenses consistent with district policies; monitors for deficits and ensures remedial steps are implemented as appropriate.

30% - Researches, interprets, and advises on related fiscal policies, procedures, and regulations, authors documents and makes presentations, reviews processes and reporting for compliance with fiscal, budgetary, or internal controls and procedures, and makes recommendations for improvements.

25% - Review and analysis of incoming contract requests for completeness and accuracy, manage proper workflow, and facilitate communication with vendor/counterparty. Responds to inquiries and provides technical and analytical support using Microsoft Excel, Word, PowerPoint, fiscal queries/reporting, and professional communication platforms.

10% - Assists with special projects, ad hoc analysis, training, and other duties as assigned.

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in finance, accounting, business or public administration or related field and two (2) years of experience providing professional financial analysis and support in the areas of finance, payroll, budgeting, or a closely related financial/fiscal area of assignment.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above, sufficient to successfully perform the essential duties of the job, such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

  1. Two (2) or more years' experience in a higher education, non-profit, or government environment.
  2. Three (3) or more years working with an online financial management system, preferably PeopleSoft.
  3. Three (3) or more years of experience working with financial resources (e.g., general operating fund, auxiliary funds, capital funds, grant funds, monitoring, and financial reporting).
  4. Three (3) years of experience working in fiscal, procurement, travel, budget, fund management, or related functions.
  5. Experience interpreting, training, and communicating fiscal regulations, policies, and procedures to a diverse college community.
  6. Experience using spreadsheets and database software to retrieve, analyze, and interpret data for reporting, data manipulation, presenting fiscal outcomes, and fiscal monitoring reports.
  7. Experience working with Microsoft Excel, Word, PowerPoint, Google Drive, and Gmail.


Special Working Conditions

  • Travel to campus during the interview/selection process will be at the candidate's own expense.
  • May be required to work evenings and weekends.
  • May be required to travel to other MCCCD locations.
  • May require prolonged periods of sitting and viewing a computer screen.
  • This position requires a physical presence on campus with possible partial remote work depending on business needs to best serve the students, department, and college.
  • Will be required to work in an area of light to moderate noise levels daily
