SUMMARY OF DUTIES:

The Capital Construction Manager (CCM) is responsible for delivery of large-scale moderate to high-risk projects, with multimillion dollar cost and multi-year delivery schedules. The CCM is responsible for coordinating with a variety of Amtrak departments during the construction phase of capital construction projects. The position will advance major capital projects within the Chicago Hub Improvement Program (CHIP) station projects. The program encompasses multiple projects, cross-departmental interfaces, and multiple assets. Individuals in this role work independently with indirect supervision from the Program Director. The CCM will support Capital Delivery (CAPD) in delivering construction projects. These projects could be performed by or sponsored by Amtrak, outside agencies, or on behalf of private individuals, on, over, or adjacent to Amtrak property. Amtrak may also engage a full-service Outside Construction Management (OCM) firm to act as Amtrak's agent during the construction phase. The CCM will coordinate between the CHIP team and the Capital Construction team managing the OCM. The CCM will also perform essential Program Management Functions including oversite of project scope, schedule and budget. The role requires regular analytical and metrics-based reporting to other staff, Amtrak leadership, and external stakeholders as required. The CCM will work with Project Controls to ensure proper reporting and tracking of all key project management artifacts. The CCM will report directly to the Program Director; however, work may be directed by Sr. Program Managers under direction of the Program Director. The CCM will also support efforts by the Sr. Manager Capital Construction.

ESSENTIAL FUNCTIONS:

* Overall responsibility for the planning, coordination, integration, execution and tracking of assigned projects.
* Oversees construction of projects, ensure that critical issues are addressed.
* Support the delivery of projects during the bidding, pre-construction and construction phases. Serve as the primary point of contact between Capital Construction and CHIP teams.
* Prepares reports that are required by Amtrak and the FRA to ensure that projects are in compliance with current Amtrak, Federal, State, and local requirements, including but not limited to safety, progress, status, and funding.
* Responsible for project management functions including resource planning, providing information for scheduling and integration, implementation, cost control, reports and closeout with respect to design and construction, as directed by the Program Director.
* Advise CHIP team during all project phases including Project Definition, Preliminary Engineering, NEPA (National Environmental Policy Act), Final Design, Bidding, Contract Negotiation, Pre-Construction, and Construction Phase Services.
* Lead conversation for construction related activities such as constructability reviews, construction phasing, staging, costs estimate reviews, technical reviews, subject matter coordination, etc.
* Assist with development of scope, schedules, estimates and cost-control measures for both short and long-term resource planning
* Coordinate capital and agency projects and programs with other Amtrak departments to ensure adequate resources are available to support, as well as obtaining track outages, and ensuring the labor forces are available as planned and scheduled.
* Stakeholder coordination: Builds and maintains relationships with internal/external customers to accomplish objectives and provide effective communication and advance projects.
* Manage project progress towards Annual Operating Plan, assist in creation of one-year and five-year operating plans. Prepare and present project analysis and documentation against key metrics as required.
* Conduct detailed level planning of overall program schedule and its milestone activities in accordance with the established scope, budget and schedule constraints, and in alignment with the mission and the goals of Amtrak
* Ensure program adherence to the Amtrak Program Management methods and governance standards
* Develop and maintain required program management artifacts and ensure that all projects have appropriate project management artifacts and processes in accordance with Amtrak Project Management standards and applicable regulations
* Identify and evaluate the risks associated with program execution and work across organization to establish and monitor mitigation plans
* Identify, manage and mitigate inter-project and cross-organizational dependencies and risks by developing and implementing long-term goals and objectives and facilitating appropriate executive escalation and decision support processes.

MINIMUM QUALIFICATIONS:

* Bachelor's degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree
* Extensive experience with construction and construction management and the management of construction contracts
* Ability to manage multiple priorities under tight time and financial constraints
* Ability to coordinate efforts with other technical disciplines
* Knowledge of principles of project management, program development, implementation and administration for capital projects.
* Principles and practices of contract negotiation and administration for professional services and construction contracts.
* Communicate clearly and concisely in verbal and written form, including ability to articulate complex issues.
* Ability to work effectively with internal and external stakeholders.
* Understand, interpret, and apply applicable laws, rules, regulations, policies, procedures, budgets, and contracts
* Knowledge of FRA regulations, OSHA requirements, and other federal, state, and local regulations and standards sufficient to ensure compliance
* Railroad industry experience or other relevant experience (e.g. construction and field production methods, operations and procedures) sufficient to plan and direct activities
* Theories, principles, and practices of passenger railroad systems design, construction, operations, maintenance, safety, accident prevention, and emergency response.
* Applicable local, state, and federal laws, rules, and regulations governing the design, engineering, and construction of passenger railroad capital improvement and maintenance projects.

PREFERRED QUALIFICATIONS:

* Bachelor's degree in engineering, construction management, or a closely related field

* 7-10 years of relevant work experience preferred
* Experience administering federally funded projects and contracts
* Significant experience with or working knowledge of Project or Construction Management related to railroad track, structures, facilities, and signals.
* Significant experience in construction management of multiple construction projects and / or programs in an active railroad environment.
* Working knowledge of the Amtrak organization, Federal Railroad Administration and stakeholders, including state and local governments, commuter railroads and freights.

WORK ENVIRONMENT:

* Combination of office and field environment.
* Work in cubicle setting; stand, sit, bend, twist, use file drawers.
* Sit at computer to complete assignments, projects, and majority of tasks.
* Ability to work under pressure.
* Occasional travel as needed.

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

The salary/hourly range is $113,200-$146,664, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
