Job Summary

Milwaukee Recreation is seeking an enthusiastic and detail-oriented professional to support the quality, compliance, and staff development efforts within Milwaukee Public Schools extensive network of before and after-school programs. This role is primarily responsible for monitoring program compliance with Department of Children and Families (DCF) licensing regulations, YoungStar Quality Rating System standards, and Wisconsin Shares requirements. Additionally, the position leads the coordination and delivery of in-person and virtual training sessions, as well as ongoing professional development opportunities for after-school program staff.

The ideal candidate brings strong technical knowledge of state childcare licensing and quality assurance systems, coupled with experience designing impactful training experiences. A deep commitment to building the capacity of program staff and ensuring high-quality, enriching, and compliant after-school experiences for Milwaukees youth is essential for success in this role.

Salary Range: $64,538 - $92,688

Qualifications

  • Bachelor's Degree required from an accredited college or university in education, child development, social work, or related field.
  • Minimum of one (1) year of full-time professional work experience or equivalent monitoring after-school programs and developing professional development programs for staff.
  • Experience working with programs relating to DCF licensing and YoungStar compliance.
  • Level 12 or higher rating on The Registry, or ability to obtain within 1 year of appointment.
  • Experience working in an urban environment preferred.
Responsibilities

  • Collaborate with MKE Recreation leadership to monitor DCF, Department of Public Instruction (DPI) and YoungStar compliance for MPS after-school programs.
  • Work with MKE Recreation staff to design and implement YoungStar, DPI and DCF quality improvement action plans.
  • Develop and monitor internal after-school audit and compliance tracking systems.
  • Serve as a resource to Recreation Supervisors and site staff to inform after-school quality and compliance best practices.
  • Remain current with DCF, DPI and YoungStar policies and procedures.
  • Work with community-based agencies to ensure licensing practices are in alignment with MPS expectations.
  • Update and submit YoungStar renewal and off-year contracts.
  • Review YoungStar and internal/external program assessments.
  • Monitor Registry program and afterschool staff profiles.
  • Provide direction and support for programs operating below MPS required YoungStar quality ratings.
  • Assist with building Wisconsin Shares funds at afterschool locations.
  • Coordinate and deliver in-person and virtual training sessions, as well as ongoing professional development opportunities, for after-school staff.
  • Monitor and maintain accurate records of staff professional development using departmental databases and technology systems.
  • Establish partnerships with other MPS departments, schools, governmental units, and community-based organizations and agencies to develop quality after-school programs throughout the district.
  • Assist with Milwaukee Recreation activities as needed.
  • Serve on various community or department committees as required and/or assigned.
  • Actively support the MPS Five Priorities for Success.
  • Perform other duties as assigned to meet the needs of Milwaukee Public Schools and Milwaukee Recreation.
