Deputy Program Manager - South Carolina Client Site

IEM is looking for a Full Time- Deputy Program Manager who will support the Program Manager in daily operations and all the roles and responsibilities listed for Program Management within our CDBG-DR Program in Columbia, South Carolina.

Primary Location:



  • Live in the Colombia, South Carolina area, or within commutable distance.
  • Work in an office environment with a team.


Travel Requirements:



  • This position will require travel to complete work assignments or attend meetings. Travel and other expenses are reimbursable in accordance with Federal Travel Regulations or DoD regulations.


Essential Functions:



  • Direct and coordinate all daily activities related to training, communications, scheduling, deliverables, staffing designation and evaluation, risk assessment, and management.
  • Contact and manage relations with officials for partner agencies and for subrecipients or potential subrecipients of the program.
  • Ensure review and compliance with all CDBG-DR regulatory and statutory requirements in coordination with the Regulatory Compliance Officer in the development and implementation of projects.
  • Act as the secondary point of contact with the program or its authorized representative.
  • Lead and coordinate to generate any deliverables required in a timely manner.
  • Oversee logistics management, ensuring that procedures are in place to align with the program's goals and objectives.
  • Oversee standards of performance, safety policies, and procedures, CDBG-DR compliance and adjust internal policies as necessary.
  • Direct human resources and management activities on the operational side of the programs and determine the staff needed to accomplish the operational tasks.


Minimum Qualifications:



  • Degree: Bachelor's Degree plus professional certification
  • Experience: Four (4) years' relevant experience with management of at least two (2) projects similar in nature including:

    • Management of staff
    • Meeting project deadlines with viable deliverables
    • Budget management
    • Weekly written and oral reports


  • Three (3) years' experience in successful delivery or performance of service of federally funded disaster recovery programs.
  • Four (4) years' experience in providing programmatic and technical assistance, performing program reviews, and project analysis.
  • Experience with estimation/projections of application development status, project implementation and funds expenditures for any federal Grant/sub-grant
  • Experience with Public Speaking
  • Working locally from Columbia, SC

  • Office Locations: Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work for that project

  • Annual salary based on location and experience: $105,000-$130,000
