Job Description

SUMMARY:

Position Description
Under the direction of division directors, the Program Associate II will draw upon strong knowledge of health equity principles to advance a range of current projects under the Alliance's Health Equity & Justice portfolio.

The primary purpose of this position is to coordinate the implementation of workforce equity and language access initiatives utilizing exceptional organizational skills and proven project coordination expertise to facilitate stakeholder engagement, monitor progress, and ensure successful outcomes across diverse internal and external partnerships while maintaining focus on equity-centered approaches and community-driven solutions.

This is a regular, time-limited, full-time position that is expected to work a schedule of 40 hours/week for 6 months. Qualified candidates who can start as soon as possible before October 1, 2025 are strongly preferred.

This is currently a remote position, but the incumbent must have access to transportation and ability to commute to various locations in the Southern California region for light daytime travel (approximately 1-2 times per month). Candidates based in Southern California are strongly preferred. The incumbent will be required to work standard work hours for the Pacific Time zone.

Full salary range for this position: $70,296 to $101,911 per year. The typical hiring range for this position is from $70,296 (minimum) to $86,104 (midpoint), based on 100% FTE. The starting salary is determined using a variety of factors, such as the candidate's knowledge, skills, and experience, as well as internal equity consideration and budget availability.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
  • Assist division directors by managing day-to-day organizational needs related to the Alliance's programmatic goals and initiatives.

Implementation and Coordination

  • Lead current project work plan execution, monitor progress, identify challenges, and coordinate solutions
  • Facilitate project implementation kickoff (outreach, agenda development, meeting facilitation, follow-up)
  • Facilitate biweekly project team meetings with internal and external project stakeholders and communicate regularly with leadership on progress, challenges, and decisions

Relationship Building and Strategic Alignment

  • Map project efforts to organizational efforts alongside external stakeholders to identify alignment opportunities
  • Facilitate stakeholder relationship building and host office hours for current projects as per current workplans

Stakeholder Convening

  • Coordinate and facilitate bimonthly committee meetings (agendas, progress reports, speakers, follow-up)

Monitoring and Evaluation

  • Support project evaluation planning, track implementation progress, maintain documentation, and collect/synthesize data for reporting

Communications and Resource Development

  • Develop accessible information materials, including policy briefs, information guides, and other resources for current projects
  • Support communications among project partners per current project workplans

Research and Knowledge Building

  • Maintain current literature on equitable workforce development and language access/justice policies
  • Conduct literature reviews on local/state/national Language Access & Justice and workforce policies
  • Share insights and best practices to strengthen workforce and Language Access & Justice work

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Minimum Qualifications
  • 5 years of relevant professional experience (preferably in policy advocacy or systems change efforts) including experience working in or with communities of color or other underserved communities and working with institutional leadership.
  • Bachelor's degree in public health, urban planning or a related field, or substitute with four additional years of relevant professional experience
  • Sensitivity to varied interests of many stakeholders, partners, advocates, elected officials, and colleagues.
  • Commitment to communities experiencing health equity challenges.
  • Proficiency in MS Office Suite (Word, PowerPoint, and Excel).
  • Demonstrated capacity to manage start-up initiatives, design project plans, and implement activities.
  • Determination to achieve outcomes, complete tasks, and deliver on professional commitments.
  • Policy analysis, development, and adoption experience is strongly preferred.

Other Required Qualifications

  • Project coordination/management experience.
  • Strong facilitation and organizational skills.
  • Ability to balance multiple priorities.
  • HEJ strategy/advocacy experience (particularly LA&J and workforce equity).
  • Data collection/monitoring/reporting experience.
  • Experience centering the voices and experiences of communities of color and other marginalized communities, and ability to contribute lived experience and perspective in dismantling systems of oppression (e.g., racism, sexism, ableism, classism, bigotry, etc.).
  • Ability to effectively support program staff.
  • Ability to effectively navigate complex institutional and political environments.
  • Ability to work with autonomy and flexibility in a fast paced, high-productivity environment.
  • Determination to achieve outcomes, complete tasks, and deliver on professional commitments.
  • Strong written communication skills.
  • Strong oral communication skills, both in a one-on-one setting and in small groups.
  • Skilled in facilitating meetings and creating spaces of belonging and courage.
Preferred Qualifications
  • Workforce development and local government public health familiarity
  • Change management knowledge for LHJ settings
  • Knowledge of equitable workforce development policies/practices
  • Experience working in or with local government health jurisdictions or other local government agencies preferred.
  • Demonstrated capacity to manage start-up initiatives, design project plans, and implement activities.
  • Determination to achieve outcomes, complete tasks, and deliver on professional commitments.
  • Policy analysis, development, and adoption experience is strongly preferred.
  • Master's degree in Public Health, Public Policy, urban planning or a related field (e.g. education, social work, global studies, etc.).
