Position Title: Director of Construction Programs

Reports to: General Manager, PBDC-Federal Group Construction Division

FLSA Classification: Exempt- Salaried

Employment Class: Full Time- Regular

Position Summary

The Director of Construction serves as the subject matter expert and customer coordinator for execution of all construction contracts.

The Director must demonstrate the ability to manage the cradle-to-grave aspects of the entire life-cycle of a commercial and/or institutional design/build project and will support the project management process for larger projects. The Director position includes an understanding of process management and the ability and agility to perform work that is contracted through a variety of delivery methods that include: indefinite delivery indefinite quantity (IDIQ), Lump-Sum Contracting, Design/Build and Fast Track contracts. The Director must have an indepth understanding of estimating and proposal development, and will be involved in identifying and pursuing new business opportunities. The Director will work with the General Manager to assure that the subordinate Program / Project Managers are provided the requisite authority, responsibility and resources to successfully meet corporate contractual obligations. The Director of Construction will be the key point of contact for subcontractor relationships and will provide oversight to all other aspects of operations management.

Essential Duties & Responsibilities

* Provides oversight to Program/ Project Managers and other project employees in the execution of contract functions.

* Represents the company in contract matters with clients as well as in discussions with teaming partners.

* Develops organic growth and business development opportunities within current contracts.

* Assists the General Manager with selecting, developing, and managing Program/ Project Managers as well as other direct subordinates.

* Creates and maintains a positive corporate image (i.e., a company that people want to work for as well as a company people want to do business with) within approved budget guidelines.

* Prepares and submits management briefings, reports and other written inputs.

* Executes all corporate activities as may be warranted and /or directed by the General Manager.

* Acts as corporate representative with respect to the negotiation (in coordination with the General Manager, Finance, Pricing, and Contracts) of sub-contracts with independent contractors and manages subcontractor relationships.

* Coordinates business development activities and is actively involved in the proposal development process.

* Performs assigned duties within the limits established by Federal, State, and local regulations, Federal Acquisition Regulations (FAR), Defense Supplement to Federal Acquisition Regulations (DFAR), and Company policies and procedures.

* Adheres to corporate procedures for cost proposal preparation, initialization of contracts, and monitors contracts for compliance with FAR and DFAR and contract specifications.

* Responsible for applying appropriate costing/pricing techniques, tools, tactics and strategies to develop costing and pricing for business opportunities.

* Develops and reviews technical and cost proposals for accuracy and completeness.

* Maintains a variety of project controls that track the status of: individual projects or task orders, changes to projects or task orders, RFI, shop drawings and submittal, matters involving quality controls, safety, financial performance, close-out and other aspects of the project(s) or task order(s). Analyze reports and use personal influence to create priorities that prevent delays to critical activities within the project.

* Review project schedules utilizing contemporary scheduling software.

* Proactively identify issues that could lead to problems and facilitate solutions.

* Supports the company's culture, values, vision, and mission.

* Relays the "voice" of the customer to subsidiary and functional leadership.

* Works as a team player within the Federal Group, collaborating with other subsidiaries and colleagues.

* Participate in life-long learning opportunities and professional development.

* Participate in weekly staff meetings and industry networking functions.

* Other duties as assigned.

Education & Experience Requirements

* Bachelor's degree in Engineering or Construction Management or 15 years of directly related experience if no degree

* Minimum 10 years construction management experience (if a degree)

* Must have experience supervising multiple project locations

* Proficient knowledge of Microsoft Office suite and software used in the construction industry.

* US Citizenship required

Working Conditions/Working Environment/Physical Demands

* Ability to travel 25-50%
