Job Summary
The Residential Services Specialist is responsible for key operational service functions for the Business Operations and Services (BOS) unit of Student Housing and Dining Services (SHDS). Acts as the Public Private Partnership (P3) Apartment Liaison and administers multiple ground lease and master lease agreements, ensuring compliance and providing critical approvals on contractual obligations for P3 apartment complexes on both the Davis and Sacramento campuses. Acts on behalf of the department and University to manage the 10-year master lease of 103 beds (49 units) within the Anova Aggie Square complex, supporting students, staff, and affiliates that study and work at Aggie Square and UC Davis Health campus in Sacramento. Performs complex data analysis, including rent setting calculations and market research to ensure compliance with contractual requirements across P3 properties. Maintains occupancy, cultivates strategic relationships with academic units, and researches and analyzes the unique UC Davis student housing market across both campuses. Executes the leasing process to ensure full occupancy, including compliance with eligibility requirements and University policies, maintaining applicant interest lists and waitlists, facilitating assignments and transfers, and coordinating apartment turnover with P3 and campus partners. Establishes and fosters relationships and executes Memorandums of Understanding (MOU)'s with academic units at both campuses, including School of Medicine, School of Nursing, Veterinary Medicine, Graduate Studies, Quarter in Aggie Square, and any future academic unit. Oversees collaboration with UC Davis campus providing custodial, parking and other collective bargaining related services and creates agreements with UC Davis Health campus and Aggie Square leadership. Utilizes communication skills to develop and maintain strong working relationships with P3 owner/operator and Real Estate Services. Utilizing independent judgment, analyzes and resolves complex operational problems, financial discrepancies, and escalated customer service issues related to the P3 apartments. Leads complex project assignments, including implementing BOS service initiatives, reviewing and implementing changes to housing agreements to ensure legal compliance, managing specialized housing and campus relationships, implementing leasing and marketing strategies for meeting key institutional goals, and participating in the development of operational and service-driven procedures. Oversees delivery of front desk customer service from the main housing office reception area, including student staff recruitment, training, and scheduling. Manages high-level communication and documentation procedures for providing service and resolution to students, parents, administrators, and other guests. Facilitates and executes SHDS's participation in university-wide yield events, collaborating with Marketing and other departments to represent on-campus housing to current and prospective students. - Bachelor's degree in business administration, communications, education or related area and/or equivalent 4 years of experience/training
- 4 years experience working within apartment community or on campus housing program
- Experience with project management including establishing goals, workload priorities, and managing multiple complex projects simultaneously to meet deadlines.
- Experience performing high-level analytical work that includes analyzing complex information from various sources, conducting market and trend research, and using independent judgment to propose strategic recommendations and execute programmatic goals (e.g., developing new policies, MOUs, and Standard Operating Procedures).
- Experience utilizing exceptional written and verbal communication skills to interact clearly and professionally with individuals of varying backgrounds (students, staff, third-party affiliates), and to develop, negotiate, and execute formal agreements and presentations.
- Experience utilizing various software and database management tools (e.g., housing management systems, spreadsheets) to administer complex operations, prepare official documents, and maintain confidentiality and security of sensitive data (e.g., FERPA).
Experience developing strategic partnerships with internal and external entities (e.g., P3 partners, academic units, Real Estate Services) to manage operations, resolve critical issues, and align program goals.

- Experience using StarRez Housing Management System
- Experience recruiting, supervising and evaluating student staff members.
- Experience administering and ensuring compliance with complex legal housing agreements.
- Knowledge of the business principles, practices, and trends of management, marketing, and student housing services to make effective judgments.

Department Overview Student Housing and Dining Services (SHDS) is a self-supporting auxiliary that provides housing and dining services to approximately 15,000 undergraduate, graduate, and students with families who live in on-campus residential facilities (university owner/managed and Public-Private-Partnerships), as well as providing residential, retail and catering dining services for the campus community. The Business Operations and Services unit of Student Housing and Dining Services provides students and summer conference guests university home options through seamless operational processes and exemplary service. Residence Halls are used to accommodate conference housing guests during the summer, to maximize income and provide extended stay opportunities for potential students and guests of UC Davis programs.
