THE POSITION

The Planning and Development Services Division for the Department of Land Use and Transportation (LUT) is looking to fill a Senior Building Permit Technician position.

The Senior Building Permit Technician is the first point of contact for our customers and sets up and issues permits daily, helps customers schedule inspections, and answers questions regarding the building process. They also provide technical support to customers by assisting them with navigating the County's permit tracking and electronic plan review systems. The Building Permit Technician (BPT) works the front counter at least once a week helping with customers who come to the office for assistance.

The Senior Building Permit Technician performs highly responsible clerical and administrative functions in the area of permits issuance in Building Services and serves in a lead capacity over lower-level staff assigned to the permit team. This position will be responsible for providing technical guidance and direction to Building Permit Technicians I and II classifications. Additional duties include:
  • Providing customers with comprehensive, accurate and efficient service for requests and inquiries related to the building process.
  • Accepting and processing building permit applications from the public.
  • Reviewing applications and supporting documentation to ensure accuracy and completeness of the building permit.
  • Determining the correct permit type needed and issue all types of building permits received by fax, mail, online as well as email and the customer service counter.
  • Providing technical assistance via phone calls and customer service counter regarding the application process.
  • Managing all public records pertaining to all permit types; prepare, maintain, organize and update department files and records; search and compile information.
  • Accurately enter data into the computer tracking software database system
  • Monitoring the permit review process by setting up applications and reviewing plans as well as tracking applications through the approval process and permit tracking system.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Three (3) years of experience performing journey-level work in the review of building plans and processing of permit applications utilizing an automated permit tracking system. OR
  • An associate degree in Civil Engineering, Construction Technology, Planning, Urban Studies, Public Administration, or a related field. AND Three (3) years of public contact work experience which relates to land use regulations, the land development process, or public improvement construction.
Additional Requirements:
  • Must have the ability to arrange for timely transportation in order to attend appointments and meetings at locations throughout the State of Oregon.
  • Possession of International Code Council (ICC) permit technician certification.
