Purpose:

The primary purpose of the Senior Principal Telecommunication Engineer role specializing in Offshore Communication Systems shall be to serve as a Subject Matter Expert for offshore and marine communication systems supporting complex Oil & Gas production facilities, drilling platforms, FPSOs, and marine environments. This role provides technical leadership during all phases of design and supports construction and commissioning activities. The successful candidate will lead the engineering of critical communication, navigation, and safety systems including but not limited to 2-way radio, satellite communications, WIMAX, ship-to-shore links, GMDSS, meteorological system, lifeboat communication system, gyrocompass system, etc., ensuring safe, compliant and reliable operations in offshore environments.

This is a full-time hybrid position based at a Worley office in the United States: Houston, Texas or Baton Rouge, Louisiana. Other locations across the US and Canada will be considered.

Overall Responsibilities and Key Accountabilities

Technical Leadership & Subject Matter Expertise:

  • Lead the engineering design and integration of Offshore Communication Systems such as:

Marine & Navigation Systems: GMDSS, lifeboat comms, marine vessel tracking, offloading vessel position, RACON, ship collision avoidance radar.
Voice and Data Comms Systems: 2-way radio, VoIP, hotline telephone, Ship-to-shore link, MODU RF ESD System, VHF/UHF, WIMAX.
Monitoring & Wellfare: Meteorological and automatic weather observation systems, gyrocompass, helicopter monitoring, entertainment TV.
Core Comms Infrastructure: Fiber optic/ Structured Cabling, WAN/LAN/WLAN, GEO/LEO satellite, VSAT.
Safety & Security Systems: PAGA, access control and CCTV, intercoms, lifeboat comms.

Pre-FEED / FEED and Detailed Design:

  • Define high-level architecture/topologies, block diagrams and physical infrastructure requirements.
  • Develop basis of design, project philosophies and technology roadmaps.
  • Estimate telecom infrastructure quantities, space and power requirements and development of associated reports.
  • Produce engineering deliverables including design criteria and specifications, FEED-Level location layouts and cable routing plans, cabinet layouts, equipment room layouts, coverage studies and load list.
  • Develop bill of materials, material take-offs and technical input to TIC Cost Estimates.
  • Participate in Risk Assessments.
  • Identify and coordinate connectivity requirements with Automation, Electrical, IT and other networks.
  • Develop FEED Reports.
  • Lead the development of IFC drawing packages including device location and cable routing layouts, schematics, termination diagrams, system wiring diagrams, cabinet details, floor plans, installation details, cable schedules, EWPs, CWPs, Vendor scope of work and material requisitions, etc.
  • Review vendor documents and coordinate the development of vendor packages.
  • Ensure constructability, maintainability and operability in all deliverables.

Multi-Discipline Coordination and Procurement Support:

  • Interface with various project teams internal and external (Automation, Electrical, IT, Operations, Safety, etc.) to ensure alignment of Telecom infrastructure requirements and integration.
  • Provide technical guidance to project managers, designers, drafters and junior engineers.
  • Resolve engineering issues with stakeholders across client, vendor, EPC and construction contractors.
  • Prepare and evaluate technical specifications, datasheets and material requisitions for telecom systems.
  • Review vendor proposals and ensure compliance with project specifications and standards.
  • Perform technical bid evaluations.
  • Lead or participate in FATs, SATs, and inspections when required.

Construction and Commissioning Support:

  • Provide technical assistance during construction and respond to RFIs.
  • Review contractor installation procedures and test plans.
  • Support commissioning team with system turn-up, testing and validation documentation.

Leadership and Client Engagement:

  • Leverages and helps develop the diverse background and skills of people for the attainment of company goals.
  • Plans and executes projects through teamwork with other departments and with outside organizations.
  • Identifies gaps and builds an environment which has readily accessible knowledge and continuous learning.
  • Support talent development and contribute to building discipline capability within the organization.
  • Participate in communities of practice and knowledge-sharing initiatives.
  • Support proposals and bids by preparing technical writeups, execution strategies, engineering estimates and risk assessments.
  • Identify opportunities for technology optimization, standardization and cost improvements.
  • Contribute to client presentations and demonstrations.

What you will bring

Technical and Industry Experience:

  • Experience in Offshore Oil & Gas and other industrial operations: Mining, Oil & Gas, Power and Chemical industries.
  • Expert in Offshore Telecommunication Systems design and implementation.
  • Exposure to OT Networks, industrial networking, and integration with Automation systems.
  • Familiarity with EPC/EPCM project delivery environments.
  • Knowledgeable in UIT-T, UIT-R, TIA, IEEE, ISO/IEC, IMO, SOLAS, API, NFPA and CSA standards.
  • Experienced in conceptual, basic and detailed engineering and implementation of high-availability telecom system architectures in offshore and industrial environments.
  • Field Experience in deployment and/ or operations of telecommunication Systems.
  • Field Experience in the commissioning of telecommunication Systems.
  • Experience with various telecommunications systems and networking products.
  • Experience in various phases of vendor and technology selection.
  • Experience in inspection and testing of equipment (FAT, SAT and system walk-downs).
  • Experience in equipment installation requirements.
  • Fluent in English (read, write and speak).

Education - Qualifications, Accreditation, Training:

  • Recognized Bachelor's degree or Master's degree in Telecommunications, Electrical, Electronics or related field from an accredited College or University.
  • Must have or be eligible to obtain P.E. (U.S.) or a P.Eng. (Canada) license.
  • PMP Certification or other forms of demonstrating project management training will be considered an asset.
