Washington County, located in West Bend, Wisconsin has an excellent opportunity for a full time Community Development Planner with our Community Development Department. This position will be responsible for the development, coordination, execution, management and evaluation of the County Brownfields Redevelopment Program, enforcement of Land Division County Code Ch. 257 and development of long-range land use planning. This position may also assist with Our Great Community Campaign Initiatives. This position will collaborate with coalition partners and other key stakeholders assisting in the implementation of innovative brownfield redevelopment strategies throughout Washington County. This position will work collaboratively with County staff, local government partners and other stakeholders across all disciplines to create successful program outcomes.

Starting salary: $72,240.99 - $96,058.55, based on experience. Duties/Responsibilities:
The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.
*Working collaboratively with various County staff, local municipal coalition partners, economic development partners, the Site Redevelopment Committee, consultants and other key stakeholders in coordinating and implementing the innovative County Brownfields Redevelopment Program.
*Serves as project manager of multiple Brownfields Redevelopment Program funding sources including budget preparation, project tracking, reviewing invoices, grant writing and administration, preparing required quarterly and annual reports, managing consultant contracts, public engagement outreach and staff support to the Site Redevelopment Committee.
*Assist in preparing and / or reviewing redevelopment agreements, contracts, and request for proposals for the County Brownfields Redevelopment Program.
*Serves as project manager in overseeing the successful implementation of assigned projects.
*Works with developers and local governments to implement and enforce the County Land Division Code Chapter 257.

*Perform advanced professional research, planning and analysis for long-range land use planning projects and prepare reports and studies including the compilation and analysis of demographic, land use, social, economic, housing, transportation and other related data.

*Monitor and analyze legislation related to land use and brownfield redevelopment policy at local, state and federal levels. Evaluate their impact on the County Brownfields Redevelopment Program and long-range planning. Interpret and apply local, state and federal laws and administrative rules as necessary for project review and completion.

*Conduct grant writing and administration including assisting with the management of state and federally funded grants; reviewing activity recommendations and requests for funding; ensuring projects meet eligibility requirements; and performing required reporting and critical reviews of grant implementation.
*Prepares strategic plans, studies, ArcGIS maps, infographics, and written reports on a variety of projects providing program information to the general public, coalition partners, local governments, committees, community groups, and other related professionals through media, social media, meetings and presentations, attending evening meetings as needed.
*Performs advanced professional writing skills in the development of long-range land use plans and plan updates and amendments for the Multi-Jurisdictional Comprehensive Plan, Park and Open Space Plan, Farmland Preservation Plan, Bike and Trail Network Plan, Land and Water Resources Management Plan, etc. including facilitating public participation events and surveys, engaging plan advisory committees and presenting results to official committees and local governments.
*Assist other Department staff, as requested by the Community Development Director, in the development and implementation of the Our Great Community Campaign Initiatives including Next Generation Housing, Social Capital, and Workforce Education.

* Review proposed subdivision plats and other potential development proposals for compliance with the County Multi-Jurisdictional Comprehensive Plan and other long-range plans developed by the Community Development Department.

*Assist in providing staff support and coordination to various advisory committees and other governmental bodies engaged in making decisions affecting position responsibilities including preparing agendas, minutes, committee coordination and responding to questions as needed.

*Assists support staff as needed providing assistance with land use permits, park permits and other programming needs.

*Performs other duties as assigned, including responding to an emergency event.

Work Direction Received:

Receives direct supervision and general guidance from the Community Development Director.

Decision Making:

Decisions are made independently concerning research and analysis of information and data, maps, development of planning documents, studies, coordinating public engagement efforts, etc. Recommendations are made to the Community Development Director concerning grant applications, plan and ordinance revisions or amendments, program management and implementation, etc.

Interaction:

There is interaction with other County Departments, local municipal officials, state and federal agencies, SEWRPC, special public interest groups, developers, engineers, surveyors, and the general public.

Essential Knowledge and Abilities:

*Understanding of the various programs and functions of county government.
*Comprehensive professional knowledge of the principles, practices, and techniques of urban planning, zoning, land division and community development including development and maintenance of comprehensive land use plans and other long-range plans.
*Considerable ability to analyze and gauge the impact of federal, state and local regulations and requirements on brownfield redevelopment, land use, planning, and zoning.
*Comprehensive knowledge of statistical methods, zoning codes and Geographic Information Systems (GIS). Ability to read plans and specifications, evaluate and interpret surveys and engineering studies, prepare accurate detailed written reports and interact effectively with various key stakeholders.
*Demonstrated excellence in verbal and written communication including excellent interpersonal skills.
*Demonstrated ability to prepare reports and communicate effectively to present data in an understandable format for committees, professionals groups and the general public including the ability to facilitate public engagement events.
*Demonstrated experience in grant writing and grant administration.
*Ability to evaluate and communicate the importance of measurable outcomes on program success.
*Working knowledge of spreadsheet and word processing.
*Able to fulfill physical demands of job, sensory demands (seeing and hearing), and cognitive demands (concentration, conceptualization, memorization).
*Excellent organizational, time management, and project management skills; ability to set priorities and to work independently or in a team environment to efficiently manage multiple responsibilities and meet deadlines in a fast-paced office environment.

Training and Experience:

*Graduation from a recognized college or university with a bachelor's degree (master's degree preferred) in urban, regional or environmental planning or a closely related field.
*American Institute of Certified Planners (AICP) is preferred but not required.
*Minimum of one year of demonstrated responsible professional work experience in a related field such as community planning or zoning regulation.
*Must possess a valid driver's license.
