Responsibilities

The TRICARE Manual Hosting Development SME is responsible for the management and oversight of the activities around the TRICARE Manuals as well as the redesign of websites determined by the government. These manuals support the TRICARE program by providing policies and procedures relating to the delivery of world-wide healthcare. Up-to-date management of these manuals is a critical function to the DHA as they are the primary vehicle for instructing the contractors how they are to administer the TRICARE Program. The current manuals electronically reside on the DHA website available to all individuals who have web access. DHA requires support to assist in the production, enhancement, and maintenance of the TRICARE Manuals, to include development, modernization, editing, publication, and notification of manual changes. The TRICARE Manual Hosting Development SME will have the expertise to coordinate between multiple support contractors, who maintain the DHA web-based system, maintain the software, and provide updates/enhancements to technical functionality.

Key Responsibilities

    Provide support for the development of an updated new manual version (T5)
  • Develop and maintain the Health Plan Requirements Management System, and all other systems in effect, to capture requirement attributes.
  • Provide support for preparation and publication of the TRICARE Manuals.
  • Monitor and coordinate changes to the TRICARE Manuals business processes to support the simultaneous processing of all active TRICARE manuals.
  • Support the development and implement strategies for publishing changes to the TRICARE Manuals to support multiple contracts for the delivery of healthcare.
  • Monitor and support modification of the DHA processes for acquiring and making changes to healthcare contracts to ensure the TRICARE Manuals authoring and publishing processes are integrated into the overall acquisition processes.
  • Establish a Schedule of activities with the COR, to follow priorities agreed to by the contractor and the COR, no later than 60 calendar days after contract award.
  • Develop plans for the implementation of recommendations as directed by the WMT PM, and execute the approved plan once approval from the WMT PM is received.
  • Plan and coordinate the upgrade of the TRICARE Manuals process and TRICARE Manuals website to use the current appropriate level of Acrobat technology in the manuals publishing process.
  • Support the TRICARE Manuals application internal administration component of the project in the use of PKI/CAC instead of user ID and password.
  • Maintain TMAA's processes using an XML based data storage approach.
  • Develop requirements and coordinate the implementation of changes to track internal workload metrics and to automate tracking of utilization and performance metrics associated with the TRICARE manuals publishing processes.
  • Maintain Microsoft.NET functionality of the TRICARE manuals project.
  • Investigate the feasibility, applicability, desirability, and need of implementing new technologies within the TRICARE manuals project.
  • Examine the TRICARE manuals publishing processes and investigate alternatives for providing users with electronic notifications or zip files as needed on a safe and secure basis.
  • Identify further opportunities to improve the TRICARE Manuals accessibility and compliance with Section 508 of the Disabilities Act.
  • Manage and oversee the configuration management processes for the modification of the TRICARE manuals project including, but not limited to, tracking change requests and contract data requirement list requests, system configuration, and configuration documentation
  • Manage and oversee the deployment of changes to the system baseline.
  • Provide acquisition recommendations for Information Technology hardware and software resources to support the TMAA.
  • Maintain and coordinate an inventory of all TMAA hardware and software.
  • Plan and coordinate the acquisition of software/hardware/license upgrades, replacements, maintenance, and new acquisitions with DHA's Network Operations Directorate (NOD) as necessary.
  • Maintain current and complete documentation of all software subroutines written, system configuration, and processes used to ensure changes to the TRICARE manuals are published within the specified timeframe.
  • Support the annual RMF review by ensuring all required documentation is current and accurate at the time of the review, this shall include the development and submittal of required documentation to the DHA IA team, coordination with and support of the DHA IA team while it conducts the RMF review, and resolution of any issues identified during the review. Attend RMF status and progress meetings as required by the DHA IA team.
  • Provide email and/or telephonic support to users of the TRICARE manuals web site in resolving access and/or viewing issues. Response and resolution shall be accomplished within one business day 95% of the time.
  • Maintain contractor staff availability (phone, email, in person, etc.) within four business hours to assist in resolving publishing issues and operating problems with the manual's web site.
  • Satisfactory or above performance shall be based on COR review of documentation, including configuration management, inventory documentation, and other required supporting documentation. Satisfactory or above performance shall be based on successful and on-time completion, accuracy, and readability.
  • Coordinate with NSS, DHA-IA and the DHA Privacy Office to ensure that the TRICARE Manuals' RMF ATO is maintained including annual reviews and maintenance of security documentation.
  • Provide oversight, integration, coordination, and support to the operations of the TRICARE Manuals web site with NSS and the NSS support teams.
  • Meet with NSS and HPOS to coordinate activities and initiatives, when necessary.
  • Implement a system to monitor the TRICARE web site to identify anomalies within one business hour of the anomaly occurring.
  • Facilitate troubleshooting of TRICARE Manuals web sites to ensure the proper resources are brought to bear on system anomalies and that issues are resolved in a timely manner.


Qualifications

  • Minimum of 12 years with BS/BA; Minimum of 10 years with MS/MA; Minimum of 7 years with Ph.D.
  • Must be a US Citizen
  • Ability to obtainPublic Trust Clearance
  • Primary work locations in Tacoma, WA, Aurora, CO, San Antonio, TX, or Falls Church, VA. Remote work may be considered in special cases when approved by the customer.
  • Demonstrated experience in web based manual development and sustainment
  • Experience working within Military Health environments is a plus
  • Strong leadership, communication, and interpersonal skills.
  • Proficiency in project management methodologies, including Agile and Waterfall.
  • Excellent organizational and time management abilities.
  • Strong analytical and problem-solving skills to manage shifting priorities.
  • Experience with project tracking, budget management, and relevant software.
  • Strong technical background in development methodologies, tools, and technologies.

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
