As Government Programs Manager, you will plan, coordinate, implement, and evaluate all aspects of various distribution programs including CSFP and TEFAP. This position meets the requirements and may be considered hybrid eligible.

Primary responsibilities:

  • Manage every part of the daily operation for assigned programs. This includes food distribution to program partners, communicating with site coordinators, coordinating other activities at the site, and keeping accurate records for program administration.
  • Lead and support internal staff necessary to operate assigned programs.
  • Identify and recruit viable program sites/partners.
  • Act as the point of contact with state partners as related to Harvesters' USDA programs.
  • Review and fully understand all contractual obligations between Harvesters and state and agency partners.
  • Develop program policies and procedures, including operating guidelines, documents, and training materials for program partners. Ensure these standards maintain program integrity and meet federal and state contractual requirements.
  • Provide measurement, outcomes, and other reports as required.
  • Coordinate with the Partner Relations and Food Security Programs Teams and various departments to formulate initiatives to minimize service gaps throughout the service area.
  • Collaborate with the Partner Relations and Food Security Programs Teams and other departments to build coordinated plans and approaches to agency communications, customer service, training and procedures.
  • Provide input to agency communications, including newsletter and extranet content and development.
  • Participate in departmental planning, budgeting, and staff development activities.
  • Perform other duties as assigned.

Other aspects of the job:

  • Effectively communicate and interact with coworkers, managers, and community members.
  • In partnership with other departments, track and ensure accountability for all USDA products.
  • Demonstrate a dedication to the mission and values of Harvesters.
  • This full-time role operates in an office setting and involves travel within the service region, as well as occasional travel across two states and nationwide. It involves using standard office tools such as telephone, computers, calculators, fax, and copiers.
  • The role involves being stationary at a computer terminal for 70% of the time, talking on the phone for 25%, and driving for 5%.
  • This position requires an understanding of all Harvesters food safety policies and compliance with all food safety-related procedures.

Qualifications:

Requirements:

  • High School Diploma or equivalent experience.
  • Proven experience in the development, implementation, and outcome measures of programs and support systems.
  • Excellent verbal and written communication skills.
  • Strong communication abilities.
  • Ability to coordinate multiple projects simultaneously.
  • Familiarity with food service concepts, practices, and procedures.
  • Proficient in Microsoft Office Suite - Word, Excel, and PowerPoint.
  • Must have a valid driver's license and vehicle insurance.

Preferred:

  • BA/BS degree in Sociology, Business Administration, Non-profit Management, Human Services, or related field or equivalent of minimum of 4 years of experience in this area of work.
  • Minimum of 3 years in a supervisory role.
  • Knowledge of USDA Nutrition Programs.
  • Experience in social and/or economic development, a multi-cultural environment, coalition building, and marketing.
