Description

Legislative Liaison Contractor (SME)

  • The candidate must be local and a resident of Colorado. They have to be available to work in person at the Colorado State Capitol in Denver as necessary for hearings, testimony, and meetings. They must also possess seasoned Colorado Legislative experience and established connections with state legislators


IT Legislative Advisory & Technical Analysis (35%)

  • Provide technical research and subject matter expertise to support OIT leadership in the development of legislative proposals.
  • Prepare technical briefing materials and draft testimony for committee hearings.
  • Provide written recommendations for statutory or policy changes based on technical research.


Federal & Technical Regulatory Monitoring (30%)

  • Track federal IT policies (FCC, NTIA) and assess impact on state infrastructure.
  • Monitor agency-wide adherence to mandated technical requirements and draft compliance reports.
  • Analyze industry trends to identify risks of technological obsolescence.


Intergovernmental Technical Coordination (30%)

  • Act as technical liaison for federal, tribal, and local government stakeholders.
  • Align IT project proposals with available federal and state funding cycles.
  • Provide professional mentorship and knowledge transfer to internal OIT staff.


Compliance, Ethics & Transparency (5%)

  • Ensure deliverables are compatible with CORA requirements.
  • Maintain professional lobbyist registration with the Colorado Secretary of State.
  • Adhere to the NIGP and Colorado State Codes of Ethics.
