Position Overview

Pantheon Data is seeking a Senior Software Engineer to support the Defense Health Agency (DHA) in migrating large, mission-critical legacy systems into secure, scalable AWS GovCloud environments. The engineer will play a central role in analyzing, adapting, and modernizing C# and .NET applications to ensure seamless performance, compliance, and interoperability across DHA's enterprise health IT ecosystem. This position requires strong technical expertise, hands-on experience with cloud modernization, and the ability to deliver secure, cloud-native solutions aligned with DHA's mission.

Responsibilities



  • Analyze existing C# and .NET applications to document architecture, dependencies, and integration points prior to migration.
  • Identify risks, challenges, and compatibility issues associated with legacy-to-cloud transitions, providing remediation strategies.
  • Design and execute comprehensive migration strategies for transitioning systems to AWS GovCloud.
  • Modify and optimize applications for performance, resiliency, and compliance in cloud environments.
  • Integrate applications with AWS services (e.g., EC2, S3, RDS, Lambda) to modernize capabilities and reduce reliance on legacy infrastructure.
  • Leverage AWS SDKs, APIs, and automation tools to streamline deployment and management of applications.
  • Develop new cloud-native features and functionality to meet evolving DHA mission requirements.
  • Conduct rigorous testing (unit, integration, performance) to validate functionality, security, and compliance.
  • Embed security and compliance controls throughout the development and migration lifecycle in alignment with HIPAA, FedRAMP, and DoD IL standards.
  • Collaborate with engineering, DevSecOps, and program teams to deliver mission-ready solutions.
  • Communicate progress, risks, and technical challenges clearly to DHA stakeholders and leadership.
  • Document migration processes, lessons learned, and best practices to support future modernization efforts.


Required Skills and Experience



  • Bachelor's degree in Computer Science,Engineering,or related field.
  • Minimum 7 years of experience in C# and .NET development.
  • Minimum 5 years of experience with application migration and refactoring.
  • Strong understanding of cloud computing concepts and AWS services.
  • Excellent problem-solving and analytical skills.
  • Effective communication and teamwork abilities.
  • AWS certifications (e.g.,AWS Certified Solutions Architect Associate) are a plus.
  • Ability to work effectively remotely in cross-functional teams.
  • Ability to meet deadlines and produce quality work.
  • Proficient in Microsoft Suite software including Outlook, Word, Excel, SharePoint, and PowerPoint.

Clearance Requirements

U.S. Citizenship with the ability to obtain and maintain a DoD Secret clearance.

Work Location: Remote - Falls Church, VA

Compensation

The salary range for this position is $115,000 - $135,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
