DESCRIPTION OF WORK

As a Training Specialist 3, you will design and deliver innovative, high-quality learning experiences that enhance employee skills and organizational performance. This position is also responsible for developing dynamic curricula for both instructor-led and web-based training programs while ensuring compliance with accessibility standards and promoting inclusive learning. The position collaborates with Subject Matter Experts to create engaging content, leverages industry-standard tools to produce visually compelling materials, and facilitates workshops that strengthen leadership and interpersonal skills. Duties include:
- Create dynamic, results-driven course curricula for both live and web-based learning experiences. Specializing in crafting technical and non-technical training programs that captivate learners and drive measurable outcomes.
- Collaborate with Subject Matter Experts, when needed, to deliver innovative and engaging content.
- Leverage industry-standard tools such as PowerPoint and Articulate to create visually compelling training materials that captivate learners and enhance engagement.
- Ensure web-based training content is in full compliance with accessibility standards, prioritizing inclusive design and usability for all learners.
- Facilitate dynamic workshops that strengthen leadership capabilities and enhance interpersonal skills throughout the department.
- Provide consultative services to department staff on presentation skills and strategies to increase learner engagement.
- Provide guidance and support to fellow team members to ensure the delivery of high-quality learning content.
- Identify areas of process improvement to build efficient and user-friendly tools, workflows, and applications to streamline processes related to all training related functions.
- Track and monitor staff progress on assigned courses within the learning management system to ensure timely completion.
- Keep up-to-date with learning trends, emerging technologies, and innovative strategies to enhance learning effectiveness and boost learner engagement.
Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
- This position is headquartered in the Capital Complex Finance Building; however, employees are allowed to participate in the Department's telework program. Employees in this position may be required to report to the Harrisburg Headquarters occasionally with only 24 to 48 hours notice. Employees will not be reimbursed for expenses related to that commute, including mileage, tolls, parking, hotels and meals.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Bachelor's degree in Education, Instructional Design, Training & Development, Human Resources, or a related field; or
- Two to Three years of experience in instructional design, curriculum development, or training delivery; or
- An equivalent combination of experience and training.
Additional Requirements:
- You must have experience creating both instructor-led and web-based training programs.
- You must have familiarity with accessibility standards and inclusive design principles.
- You must have proficiency with eLearning development tools such as Articulate 360 and PowerPoint.
- You must have experience working with a Learning Management System (LMS).
- You must have a strong understanding of adult learning principles and instructional design methodologies.
- You must be able to perform essential job functions.
