Job Description

Sellers & Associates, LLC (S&A) is seeking a Training Specialist to work in Port Hueneme, CA. Please Note: This position is contingent upon contract award.

The successful candidate will play a critical role in designing, developing, and managing high-impact training programs that support mission readiness and workforce development. You will work closely with government stakeholders at Civil Engineer Corps Officers School (CECOS), subject matter experts (SMEs), and cross-functional teams to deliver effective instructional solutions, ensure training objectives are met, and continuously improve learning outcomes across multiple platforms and environments.

Job Responsibilities



  • Design and develop curriculum for Instructor-Led Training (ILT), Instructor-Led Electronic (ILE), and Interactive Multimedia Instruction (IMI)
  • Conduct training system analysis, including Job Task Analysis (JTA)
  • Develop and maintain instructional materials, including lesson plans, courseware, and evaluation tools
  • Apply instructional design models and methodologies to improve training effectiveness
  • Evaluate training programs through assessments, surveys, and performance metrics
  • Collaborate with SMEs and stakeholders to ensure training aligns with mission and operational requirements
  • Utilize courseware development and authoring tools for training delivery (standalone and enterprise systems)
  • Lead or support multidisciplinary training development teams
  • Integrate instructional technologies, including Learning Management Systems (LMS) and assessment tools


Salary Range: $72,000-77,000

Job Requirements

Required Skills



  • 5+ years of experience in instructional design, training development, or learning program management
  • Bachelor's degree in Education, Psychology, Instructional Systems Design, or related technical field (or equivalent experience)
  • Demonstrated experience designing and developing ILT, ILE, and IMI training programs
  • Formal coursework in at least three (3) of the following areas:

    • Instructional design principles and methodologies
    • Training evaluation techniques and assessment development
    • Development of training materials and learner analysis
    • Instructional technology applications (LMS, assessment systems, gamification)


  • Experience performing training system analysis and design, including Job Task Analysis (JTA)
  • Proficiency with Microsoft Office 365 Suite and web-based collaboration tools
  • Strong written and verbal communication skills with a high level of grammatical accuracy
  • Working knowledge of the Naval Correspondence Manual
  • Proficiency in Adobe Acrobat for document and training material development and management


Must Have Skills



  • Active DoD Secret Clearance (or ability to obtain and maintain)
  • Experience using courseware development tools (e.g., Adobe Captivate or similar)
  • Direct experience supporting DoD or Navy training programs
  • Background in one or more of the following:

    • Naval Construction Force (NCF)
    • Underwater Construction Team (UCT)
    • NAVFAC Facilities Engineering or planning
    • Senior enlisted or Civil Engineer Corps (CEC) officer experience


  • Experience leading or supporting multidisciplinary training design and development teams
  • Experience working on DoD contracts, preferably Navy or NAVFAC programs

Required Knowledge, Skills, & Abilities (KSAs)
Required KSAs: Demonstrated knowledge of instructional systems design, training systems analysis, and performance improvement methodologies; skill in conducting training needs assessments, job and task analysis, and performance gap analysis; ability to design, develop, and evaluate instructor-led, blended, and technology-enabled training and assessment products; skill in applying systems thinking, job design, and process improvement techniques to training solutions; ability to research and apply emerging instructional technologies appropriate to audience, environment, and operational context; skill in structured writing, instructional writing, and test-item development; ability to collaborate effectively with subject matter experts, stakeholders, and multidisciplinary teams; skill in facilitating workshops, meetings, and training events; ability to support and troubleshoot training system applications and functionality; strong oral and written communication skills; ability to manage multiple priorities in a dynamic environment; and ability to support training missions aligned with Naval Education and Training Command (NETC) and similar federal training organizations.
