Job Summary Supervise the staff and operations of the WCS Youth ShelterCare Program at Rashid House in conjunction with the Program Director and Assistant Program Director. Attend Shelter Care leadership meetings and collaborate with the VP when required. Ensure adherence to all policies and procedures. Serve as a mentor and positive role model for staff and youth.
Essential Duties and Responsibilities 1. Review and sign off on all agency policies and procedures in Power DMS. And adhere to all agency policies and procedures. 2. Attend all required trainings and meetings required by your supervisor, the APD and Program Director (PD), and the Vice president and Milwaukee County. 3. Ensure that all policies of the program are being followed by all Youth Care Workers, which requires a high level of familiarity with the policies and procedures manual and expectations of both Milwaukee County and the State of Wisconsin Department of Children and Families. 4. Ensure staff actively engage with each other on each shift, check in with each other each time they come and go from the shelter, that they are all present for shift exchange, and use the whiteboard and fobs every time they come and go from the shelter. 5. Provide consistent and reflective supervision and leadership of all staff, using active listening and conflict management skills. 6. Maintain consistent and reliable communication with Milwaukee County staff, youth, approved family members, program and agency staff, schools, service providers, and other parties. 7. Maintain strict confidentiality within all written and verbal communications in compliance with program and agency policies and the law. 8. Interact with youth in a positive and therapeutic manner according to policy, procedure, training, and agency values. 9. Serve as positive role model and mentor for youth placed in shelter care. 10. Always provide active supervision of youth within required staffing ratios (three staff on each shift Monday-Friday and weekends) and ensure that Youth Care Workers and Lead Youth Care Workers are engaging in active supervision of youth. 11. Redirect staff behavior that is not contributing to a positive work environment, document all coaching sessions in email and copy the APD and PD in accordance with WCS policy and required if behavior requires corrective action which includes Shelter leadership, the Vice President, and HR. 12. Ensure that all youth and visitors, including providers, are accurately checked in and scanned for safety. All visitors must sign the log at the front office. 13. Ensure that Shelter staff and environment is always trauma-informed and emotionally safe. 14. Verify accuracy of all intake documents, including the strength-based assessments and inventory of personal belongings. 15. Ensure that all Communication and Supervision Logs and Shift Responsibilities Checklist are accurate and are emailed at the conclusion of each assigned shift. 16. Ensure that all required reports relating to incidents are completed according to policy and approve all incident reports (except children being missing from care) and send them to the HSW in a timely manner. 17. Work in tandem with the Assistant Program Director and Program Director to immediately report all Critical Incident and Serious Incidents to the Vice President, and work as a team to prepare the required WCS and County Reports for review, approval, and submission by the Program Director. WCS reports are submitted in AWARDS (critical incident and SIRs). 18. Arrange a monthly calendar of required groups (Alternatives - substance use education, Healthy Youth, and Aggression Replacement Training - ART) and activities/outings (Juneteenth, Real Men Real Talk, bowling, skating, basketball, movies, community clean up, etc.) and facilitate daily activities of youth to include group outings and specific programming in conjunction with the APD and Program Director. 19. Maintain physical location to agency and licensing standards, including completing weekly license checks. Complete all requests to Facilities through the app, Eptura for items that need attention from this department (painting, broken blinds, holes in the wall, graffiti, and any other facility repairs in the shelter). 20. Ensure daily census is accurate and submitted each morning to CYFS. 21. Respond in a timely manner to all requests in email from the Program & Quality Assurance Specialist (same day). 22. Receive all shelter fob reports from IT (in email), and review and email the Youth Shelter Care leadership to the youthsheltercareleadership@wiscs.org. Indicate all looks good or highlight concerns. 23. Ensure all program keys and supplies are maintained in locked areas. 24. Facilitate and document self-administration of medications by youth in accurate and timely manner following the state license protocol and verify accuracy of medication administration records through a weekly Medication Administration Record (MAR) audit. 25. Review all youth files according to license requirements (according to the Child Record Checklist - Shelter Care Facilities document from licensing as a reference). 26. Ensure that accurate and complete information is communicated from shift to shift during the verbal shift exchanges on assigned shifts. 27. Discuss personnel-related concerns to the Program Director, and copy the Assistant PD and Vice President, in a timely manner. 28. Recommend and seek approval for group outings from the Program Director. 29. In conjunction with the APD and Program Director, ensure all Youth Care Workers cooperate with all emergency drills required (fire - every 2 months and tornado) including maintaining the license documents for fire drills. 30. Provide support to the APD and Program Director who put together a staff schedule with required ratios and help arrange coverage when regular staff on shifts are out of the office. 31. Ensure all benefit time is documented in the Shelter Care Leadership Teams folder. 32. Responsible to assist with hiring new employees in conjunction with Human Resources and the APD and PD. Monitor the new hire and position control spreadsheet in Teams. 33. Perform unannounced drop-ins on second with a priority on third shift alternative shifts to ensure consistency. 34. Must be available to work some weekends. 35. Answer all calls according to the after-hour calls rotating schedule, and immediately respond to calls from the APD, Program Director, or when required the VP of Shelter Care. 36. Provide coverage for shifts as needed, within reason. 37. Document all work completed outside of the Supervisor first shift assignment and submit to the Program Director for entry in Dayforce and payment. Respond to the Program Director's email at the end of each pay period to provide the documentation of hours (date, total time, and the specific reason/tasks completed) 38. Assist APD, Program Director, and Vice President with the quarterly performance outcome tracking, Annual Evaluation and Logic Model, and the Annual Action Plan attending all required meetings. 39. Other job duties as assigned to support the success of the shelter care. |
