LOCATION OF (1) POSITION(S) TO BE FILLED: DEPARTMENT OF COMMERCE AND INSURANCE, HOUSING & ELECTRICAL INSPECTION DIVISION, DAVIDSON COUNTY

Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to four years of full-time work in one or a combination of the following: (1) fire prevention or suppression, (2) engineering or architecture (3) reviewing architectural or engineering plans to determine compliance with fire and building safety codes (4) construction project management (5) arson investigation of commercial or residential building structures; (6) fire or building inspections or design for buildings under construction; or (7) any skilled work in drafting, carpentry, plumbing, mechanical, electrical, inspection; (8) or other related building maintenance or construction trades; including at least one year in a supervisory role.

Substitution of a Specific Associates Degree for the Required Bachelor's Degree: Graduation from an accredited college, university, or technical institute with an associate's degree in fire-protection engineering technology, fire science, engineering technology, and/or construction technology may be substituted for the required Bachelor's degree.

Substitution of Education for Experience: Graduate course work received from an accredited college or university in fire science, architecture, engineering, or related field may substitute for the required experience on a year-for-year basis to a maximum of one year; there being no substitution for the required supervisory experience.

Substitution of Experience for Education: Qualifying full-time experience in one or a combination of the following areas may substitute for the required education on a year-for-year basis to a maximum of four years: (1) fire prevention or suppression, (2) engineering or architecture (3) reviewing architectural or engineering plans to determine compliance with fire and building safety codes (4) construction project management (5) arson investigation of commercial or residential building structures; (6) fire or building inspections or design for buildings under construction; or (7) any skilled work in drafting, carpentry, plumbing, mechanical, electrical, inspection; (8) or other related building maintenance or construction trades (e.g., experience equivalent to one year of full-time work in one or a combination of the above listed fields may substitute for one year of the required education).

OR

Graduation from an accredited college, university, or technical institute with an associates degree and experience equivalent to five years of full-time work in one or a combination of the following: (1) fire prevention or suppression, (2) engineering or architecture (3) reviewing architectural or engineering plans to determine compliance with fire and building safety codes (4) construction project management (5) arson investigation of commercial or residential building structures; (6) fire or building inspections or design for buildings under construction; or (7) any skilled work in drafting, carpentry, plumbing, mechanical, electrical, inspection; (8) or other related building maintenance or construction trades; including at least one year in a supervisory role.

Necessary Special Qualifications: Positions in this class must meet the following requirements:

1. Possesses the State of Tennessee Fire Inspector Certification.

2. A valid motor vehicle operator license.

Overview

Under general supervision, is responsible for managing fire and building code inspection work of considerable difficulty and administrative work of average difficulty; performs related work as required. This is the managerial class in the Fire and Building Code Inspector series. An employee in this class is responsible for planning, organizing, and managing all fire and building code inspection activities on a statewide basis. This class differs from the Fire and Building Code Inspector Supervisor in that an incumbent of the latter supervises subordinate staff within an assigned geographical region.

Responsibilities

1. Monitors and reviews information from various sources to detect and assess problems, and supervises the inspection, documentation, and testing of fire protection systems.
2. Makes decisions on code compliance, solves complex code problems, writes detailed reports on violations, and guides subordinates in using relevant information.
3. Recommends job candidates based on supervisor recommendations, conducts interviews, and recommends hiring and promotion.
4. Reviews and approves corrective actions for code compliance and may testify under oath to explain inspection details and reports.
5. Interprets codes and policy changes for internal and external customers, monitors performance, and addresses deficiencies to improve performance.
6. Corresponds with building owners, architects, and engineers regarding compliance methods, and communicates with agencies to implement corrective measures.
7. Monitors employee continuing education for compliance, maintains required certifications, and conducts specialized training for agency employees.
8. Devises methods to maintain proper staffing and high levels of customer service, performing physical activities and operating vehicles as needed.

TN Driver Standards
