ESSENTIAL FUNCTIONS
Job Function & Responsibilities

* Prepare requested materials for internal and external regulatory audits.
* Research and respond verbally and/or through written communication to inquiries concerning financial related issues.
* Interface with contractors, as well as state, federal and other regulatory agencies.
* Prepare written and oral reports on departmental issues for the leadership team and Commission as needed.
* Manage, select, evaluate, train, lead and direct staff in support of business efforts; build effective team and ensure staff development.
* Ensure the organization and its mission, programs, products, and services are consistently presented in a strong, positive image to relevant stakeholders.
* Work with the Agency's leadership on the strategic vision, including fostering and cultivating stakeholder relationships; provides accurate, timely, and insightful responses and analysis regarding financial projects and initiatives.
* Keep abreast of changing trends, legislation, regulations, health care climate, and other relevant issues, and address such as appropriate.
* Ensure strong communication throughout the organization, including between the board and employees, interdepartmentally, and with outside organizations, as well as between the organization and the community.
* Ensure the Senior leadership team and staff has sufficient and up-to-date information.
* Provide strategic and tactical planning, development, evaluation, and coordination of financial information and analyses.
* Direct and oversee all aspects of the Finance & Accounting functions of the organization.
* Provides leadership in the development for the continuous evaluation of short and long-term strategic financial objectives.
* Evaluates and advises on the impact of long-range planning, introduction of new programs/ strategies and regulatory action.
* Provide recommendations to strategically enhance financial performance and business opportunities.
* Ensure that effective internal controls are in place and ensure compliance with GAAP and applicable federal, state and local regulatory laws and rules for financial and tax reporting.
* Perform such other duties as assigned.

MINIMUM QUALIFICATIONS
Education & Experience:

* Bachelor's Degree (four-year college or technical school), Field of Study: Finance or CPA Highly Desirable.
* 15-20+ progressively responsible, related experience, including 9+ years in executive leadership, preferably in managed health care setting.

KNOWLEDGE, SKILLS & ABILITIES
Preferred Qualifications:

* Master's Degree, Field of Study: MBA, Health/Hospital Administration, Public Health, or Business Administration, or related field.
* Executive-level experience in a managed care, public health, or safety-net setting
* In-depth understanding of California's Medi-Cal system, including DHCS regulations and CMS alignment
* Proven success leading enterprise-wide transformation or complex delivery systems
* Experience advising boards, state agencies, and external partners
* Executive presence and advocacy skills
* Expertise in organizational culture, change management, and leadership development
* Strong interpersonal skills, ability to communicate and manage well at all levels of the organization and with staff at remote locations essential.
* Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.
* High level of integrity and dependability with a strong sense of urgency and results-orientation

Technology & Software Skills: Advanced computer skills in MS Office products.

Certifications & Licenses: A valid and current Driver's License, Auto Insurance, and professional licensure(s)

The estimated pay range for the position is:

$258,750.00 - $431,250.00

The pay range above represents the minimum and maximum rate for this position in California. Factors that may be used to determine where newly hired employees will be placed in the pay range include the employee specific skills and qualifications, relevant years of experience and comparison to other employees already in this role. Most often, a newly hired employee will be placed below the midpoint of the range. Salary range will vary for remote positions outside of California and future increases will be based on the pay band for the city and state you reside in.
