Your Role on the Team
Reporting to the Medical Director, the incumbent independently manages and oversees the Eye Mobile program, coordinating more than 10,000 vision screenings and 1,500 eye exams annually across 200+ Orange County schools and community sites. This position provides leadership in program planning, scheduling, and staff deployment; supervises and evaluates staff, students, and volunteers; and ensures compliance with clinical protocols, regulatory standards, and institutional policies. Serves as the primary liaison with schools, parents, and community organizations, exercising independent judgment in program operations, personnel management, and problem-solving. Additionally, the role contributes to program evaluation, quality improvement, and long-term strategic planning by analyzing data, developing policies, and securing resources to sustain and expand services.

- Skills associated with the delivery of health promotion and education programs.
- Effective interpersonal skills needed to work with a diverse client group.
- Ability to communicate effectively both verbally and in writing.
- Demonstrated leadership skills in training and guiding employees on educational techniques. Motivates and inspires staff to improve the health education services
- Strong knowledge of health education, technical education, and / or training and development programs
- Strong knowledge associated with the design and delivery of health promotion and education programs
- Demonstrated ability to prioritize effectively to meet deadlines in a complex, challenging environment. Ability to organize assigned staff and unit operations in an efficient and effective manner.
- Effective communication skills with peers, learners, faculty, and other health education program coordinators / managers
- Skills to evaluate issues and identify solutions within defined procedures and policies. Demonstrated ability to solve problems and suggest solutions through critical thinking processes.
- Demonstrated ability to conduct comprehensive needs assessments to identify community health priorities and program gaps. Skilled in planning, implementing, and evaluating health education program delivery to ensure services are responsive, culturally appropriate, and aligned with organizational goals.
- Demonstrated knowledge of vision screening protocols, procedures, and best practices for school-aged children, including familiarity with and referral processes.
- Familiarity with optometric and ophthalmic exam procedures, including vision testing techniques, patient flow management, and referral processes. Demonstrated ability to organize, prioritize, and oversee workload for self and supervised staff in a high-volume clinical/community setting.
- Demonstrated experience managing patient flow in high-volume clinical or community health settings, ensuring efficiency, accuracy, and quality of care. In-depth knowledge of HIPAA regulations and proven ability to oversee compliance with patient confidentiality and data security requirements across program operations.
- Ability to exercise independent judgment in decision-making, applying problem-solving skills to resolve complex operational and programmatic issues. Skilled in assessing competing priorities, developing solutions under pressure, and implementing improvements to ensure continuity of services and alignment with organizational goals
- Proven ability to develop, implement, and evaluate program policies and procedures, ensuring alignment with institutional standards, regulatory requirements, and best practices.
- Achieve program goals while being aware of and sensitive to the overarching long-term considerations for building a sustainable community service that will serve the children of Orange County for decades to come.
- Create standardized materials for parent education that are available in the parents' native language.
- Demonstrated experience supervising, training, and evaluating staff, students, and volunteers in a health or community-based program.
- Bilingual in English and Spanish
- Bachelor's degree in related area and / or equivalent experience / training
- At least 5 years' experience in the health or social service field or equivalent education and experience
- Experience working with community organizations, school-aged children, and parents.
- Experience in accurate data collection, and the skill to efficiently analyze data
Driver's License:
- Required to hold a valid drivers license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program.
Special Conditions:
- Must be available evenings and/or weekends
- Work locations include community sites and schools throughout Orange County
- Must have a current TB test. Drug test, background check and Live Scan fingerprint check required for this position
- Ability to drive or learn to drive a 34-foot mobile clinic (RV)
