JOB DESCRIPTION

The Expert Policy Quality Enablement role supports Delta Dental's quality outcomes and accurate payment practices through effective policy development, governance, and quality assurance. The role coordinates and supports change management and policy enablement by working closely with clinical experts, business leaders, delivery partners, and operational stakeholders. Operating in a complex, matrixed environment, the manager drives operational excellence by facilitating cross functional collaboration, monitoring timelines, and ensuring alignment with regulatory and contractual requirements. The position ensures high quality outcomes by following established delivery and change management processes to implement policy updates effectively across the organization.

RESPONSIBILITIES

  • Supports the governance, coordination, and communication of all clinical and operational claim and payment policies, to ensure alignment with regulatory standards, quality initiatives, and contractual obligations.
  • Leads large cross-functional change management initiatives, including tracking and coordinating multiple work streams, aligning stakeholders, and driving required actions to ensure operational readiness and accountability.
  • Coordinates cross-functional cost-benefit analyses and funding tracking to support informed decision-making and resource allocation for strategic initiatives.
  • Monitors and communicates change lifecycle progress and implementation milestones to provide senior leaders and stakeholders with timely, accurate, and transparent status updates.
  • Escalates risks and advocates for initiatives priorities to remove barriers and ensure timely delivery of organizational change.
  • Partners with leadership team to design scalable processes, quality metrics, and control frameworks to ensure consistent, compliant, and effective change management across policy and operational updates.
  • Influences cross functional stakeholders and coordinates with partners to track progress and ensure accountability within a complex, matrixed environment.
  • Gathers support materials and data to inform strategy and planning sessions that guide roadmap development and drive improvements in quality outcomes, payment accuracy, and provider behavior. Designs and delivers communication strategies to build understanding of policy intent and quality expectations among internal teams and external partners.


  • QUALIFICATIONS

    • 7+ w/Bachelor's degree
    • Program management training or 5+ years of experience in managing complex, multi-project environments, with a demonstrated history of delivering strategic organizational change.
    • Demonstrated proficiency in MS Office products, especially MS SharePoint. Willingness to independently train and develop expertise on MS Share Point if needed.
    • Ability to establish goals and objectives that support the change management plan.
    • High detail orientation with strong analytical, critical thinking and problem-solving skills.
    • Excellent organizational/time management and project management skills.
    • Extensive knowledge of health care industry.
    • Excellent interpersonal, verbal, and written communication skills, including proven ability to collaborate and influence across all functions and levels of the organization.
    • Proven ability to resolve conflict, facilitate decision-making, and effectively identify and manage risks.
    • Ability to quickly extract key insights from complex data and details.

    Licenses

    * Certified Project Management Professional (PMP)-PMI. Preferred

    Base Pay Information

    The national base pay range at the end is a good-faith estimate of what Delta Dental may pay for new hires. Actual pay may vary based on Delta Dental's assessment of the candidate's knowledge, skills, abilities (KSAs), related experience, education, certifications and ability to meet required minimum job qualifications. Other factors impacting pay include prevailing wages in the work location and internal equity.
    Pay Grade 21, $81,305.00 -$176,043.00
