Job Description

The Naval Examinations Acquisition Project (NEAP) Facility and System Requirements (FSR) unit is seeking a Project Manager capable of developing and maintaining project management deliverables in support of the NEAP crane projects. The successful candidate will support NEAP by leading a cross-site team of engineers to ensure the NEAP cranes are delivered as planned. This position requires development of workplans, project execution plans, communication with stakeholders for the full life cycle from design to commissioning of the major cranes that will be used in NEAP. The candidate will also support FSR in administration of the existing NEAP project management processes including tools and systems that support NEAP Integrated Master Schedule and NEAP Earned Value Management.



Required skills and duties:
* Technical Knowledge: Provides technical knowledge for project development and project execution with the goals of completing the project without compromising safety, reliability, and operability. Understand crane specifications, laboratory requirements, and compliance with Lifting and Handling (L&H) standards.
* Leadership: Provides leadership for area of responsibility to anticipate needs of the customer or end user and initiates actions to obtain concurrence and support for new work. Manage project stakeholders including internal and external communications and meetings.
* Problem Solving: Monitors project performance and initiates corrective actions as necessary and addresses unforeseen issues as they arise. Participates in strategic planning.
* Project Management: Project Management Certification (NNL PMCP Level 3 or higher, PMI (PMP), IAPM (CPM), etc.) Support planning activities for projects like schedule development, risk identification and management, cost estimating, and financial performance.
* Technology Proficiency: Proficient in Primavera (P6). Utilize other tools and methodologies to optimize assigned projects and tasks. Experienced in Microsoft 365 suite.

Required Combination of Knowledge and Skill
Bachelor's degree from an accredited college or university and a minimum of 9 years of relevant experience; or
Master's degree from an accredited college or university in a related field and a minimum of 7 years of relevant experience.
Preferred Skills

* Bachelors degree from an accredited college or university with 9 years of relevant experience or Masters degree from an accredited college or university and 7 years relevant experience.
* Experience with projects with delivery of major equipment for commissioning in major construction projects.
* Familiar with government reporting requirement covered in DOE Order 413.3B and NNL's Project Execution Guide (PEG).
* Strong oral and written communication skills
* Experience with crane projects in the NNL or under the Navy Crane Center (NCC).

Pay Range
$105,200.00 - $164,400.00 annually
Salary information provided is a general guideline only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations.

The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation.
