THE HIGH LEVEL

TheProgram Manager will be responsible for managing and overseeing several project managers that administer dozens of IT projects under our largest Health Program.

WHAT YOU'LL BE DOING



  • Lead and manage a team of approximately six project managers, providing direction, coaching, and performance oversight to ensure successful program delivery
  • Serve as the primary point of contact for customer stakeholders and executive leadership, delivering clear, consistent communication on program status, risks, and progress
  • Oversee end-to-end program execution, ensuring alignment with defined scope, schedule, and budget while proactively identifying and mitigating risks
  • Manage overall program health through performance metrics, financial oversight, risk management, and resource utilization
  • Oversee program financials, including budget management, burn rate analysis, forecasting, and cost performance tracking
  • Review and interpret Government and commercial contracts to ensure alignment with program scope, deliverables, and performance expectations
  • Apply knowledge of contract structures, including Firm Fixed Price (FFP), Time and Materials (T&M), and Level of Effort, as well as Government contracting fundamentals (e.g., CLINs, FAR)
  • Lead complex, service-driven or compliance-focused programs, ensuring high availability and alignment with long-term business strategy
  • Oversee all phases of the program lifecycle, from initiation through closeout, ensuring adherence to organizational standards and governance
  • Coordinate and manage multiple related projects and/or service delivery efforts, maintaining alignment with strategic objectives
  • Develop and maintain program roadmaps, including timelines, dependencies, risks, and resource requirements
  • Act as the escalation point for program-level risks and issues, driving resolution across cross-functional teams
  • Foster collaboration across internal teams, subcontractors, and partners to ensure alignment on priorities and delivery expectations
  • Conduct regular program reviews, risk assessments, and status reporting to senior leadership, including progress against deliverables, budget, and strategic outcomes
  • Lead change management efforts related to program execution, ensuring stakeholders are prepared for operational and process impacts


WHAT YOU BRING TO THE TABLE



  • You've been responsible for managing large scale network modernization solution programs
  • You've spent your career doing technology deployments
  • Adhering to regulations and performance obligations within contractual agreements is just another day on the job for you.
  • Your program financial literacy skills are impressive (budget, revenue/margin).
  • You possess strong executive presence, polish, communication skills and emotional intelligence. (C-level presentations are probable.)
  • People naturally gravitate to you and want to work for you. Leadership is your middle name.
  • You have vast experience applying proper program management principles and practices.
  • Bachelor's Degree preferred
  • PMP preferred


TRAVEL REQUIREMENTS

This position has a strong preference for candidates based in the greater Washington, D.C. metropolitan area and will require 10% travel.
