Instructional Designer

Idaho National Laboratory is hiring an Instructional Designer to work on our HR - Talent Development - Learning Experience team. Our team works a 9x80 schedule located out of Idaho Falls facility with every other Friday off.

You will conduct needs analyses to identify performance gaps, learning needs, and program and customer requirements. You will design and develop learning solutions that integrate industry-recognized instructional design theories and methodologies with customer processes and requirements. This includes creating learning products in a variety of formats-such as web-based modules, training videos, classroom presentations, and learner materials-and developing effective assessments to measure learning outcomes.

This position is a TWO (2) year Project Hire with potential for full time depending on future considerations.

Key Responsibilities

• Design and develop effective learning experiences and assessments aligned with defined learning outcomes.
• Collaborate with subject matter experts (SMEs) to gather content and ensure accuracy and relevance.
• Develop and implement evaluation strategies to measure the effectiveness of training programs and report results.
• Manage multiple instructional design projects, including timelines, budgets, and resources; provide regular status updates to stakeholders.
• Conduct periodic reviews of learning solutions and update content to maintain relevance and effectiveness.
• Stay current with industry trends, emerging technologies, and best practices in instructional design.
• Contribute to innovation in learning solutions, including simulations, gamification, and collaborative knowledge-sharing approaches.
• Participate in ongoing professional development and support team capability building.
• Perform other duties as assigned.

Core Competencies

• Demonstrated analytical and critical thinking skills to assess learning needs and solve instructional challenges.
• Knowledge of learning theories, instructional design models, and adult learning principles.
• Experience designing curriculum and instructional materials for a variety of delivery methods (e.g., e-learning, instructor-led, blended).
• Ability to develop valid and reliable assessments to measure learning outcomes.
• Experience evaluating training effectiveness and using feedback/data to improve programs.
• Familiarity with e-learning authoring tools, Learning Management Systems (LMS), and multimedia tools.
• Strong project management skills, including the ability to manage multiple projects and meet deadlines.
• Ability to work collaboratively in a team environment and adapt to changing priorities.

Preferred Skills

• Experience designing learning journeys using frameworks such as 70-20-10.
• Ability to design blended learning experiences that combine curated content with organization-specific materials.
• Experience applying experiential learning approaches and models (e.g., 4MAT, Action Learning).
• Ability to design engaging, interactive learning experiences that emphasize participation over content volume.

Minimum Qualifications:

Level 2: Bachelor's degree from an accredited institution in Instructional Design, Education, or a related field and two (2) years of relevant experience OR a Master's degree in Instructional Design, Education, or a related field.

Level 3: Bachelor's degree from an accredited institution in Instructional Design, Education, or a related field and five (5) years of relevant experience OR a Master's degree in Instructional Design, Education, or a related field and two (2) years of relevant experience.

Job Information:

The pay range for this position is: Level 2-Salary grade 420 ($57,444-$112,068). Level 3-Salary grade 430-($66,504-$136,356).

At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.

Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, use hands to handle materials, manipulate tools, keyboard and type, reach with hands and arms, and operate job related equipment.
