Job Description

Responsible for managing US Government construction projects as the Site/Buyer representative. As the central point of contact for all issues on a project, communicates with subcontractors, technical staff, and the local field office. Works closely with subcontractors to ensure that all construction work is completed in compliance with relevant regulations, permit requirements, and safety standards. Additionally, with the Project Execution Team, monitors construction quality and coordinate work with other entities involved in the project. Responsible for ensuring safe operations throughout the project and taking necessary actions to mitigate risk. Expected to maintain accurate records of project progress and provide regular updates to stakeholders.



Key Responsibilities
* Oversee daily subcontractor activities and coordinate work sequencing to avoid delays
* Lead or participate in daily and weekly coordination meetings
* Enforce safety policies and regulatory compliance; conduct safety inspections and stop unsafe work
* Verify work quality, perform inspections, and coordinate required testing and commissioning
* Maintain daily reports and document changes, issues, and progress impacts
* Review subcontractor progress, time-sheets, and documentation
* Ensure subcontractors perform work within scope and support change request evaluations
* Communicate with subcontractors, owners, inspectors, and project management
* Track schedule progress, identify deviations, and support recovery planning
* Manage site logistics, housekeeping, staging areas, and site access

Required Combination of Knowledge and Skill
High school diploma or equivalent and a minimum of 11 years of relevant experience; or Associates degree from an accredited college or university in a related construction, technical, engineering or science field and a minimum of 9 years of relevant experience; or Bachelors degree from an accredited college or university in a related construction, technical, engineering or science field and a minimum of 7 years of relevant experience.
Preferred Skills

* Experience in construction site supervision or subcontractor coordination
* Strong understanding of safety regulations and construction standards
* Ability to read and interpret drawings, specifications, and contracts
* Solid communication, organization, and problem solving skills
* Familiarity with testing, inspections, and quality control processes
* Experience on federal, industrial, or highly regulated project sites preferred

Pay Range
$86,100.00 - $134,600.00 annually
Salary information provided is a general guideline only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations.

The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation. Naval Nuclear Laboratory personnel are FMP employees who work at four DOE facilities: Bettis Atomic Power Laboratory, Knolls Atomic Power Laboratory, Kenneth A. Kesselring Site, and Naval Reactors Facility, and at the U.S. Department of Defense-owned Nuclear Power Training Unit-Charleston. FMP employees also have an established presence at numerous shipyards and vendor locations. For nearly 70 years, the Naval Nuclear Laboratory has developed advanced nuclear propulsion technology, provided technical support, and trained world-class nuclear operators to ensure the safe and reliable operation of our nation's submarine and aircraft carrier Fleets. The Naval Nuclear Laboratory is a national asset solely dedicated to the Naval Nuclear Propulsion Program. We rely on the dedication and innovation of our nearly 8000 engineers, scientists, technicians, and support personnel.
