Senior Property and Facilities Operations Specialist

Allegheny Science & Technology (AST) is seeking an experienced Property and Facilities Operations Specialist to support federal programs involving asset management, site operations, and property disposition. This role requires project management skills, ability to coordinate amongst government agencies, knowledge of federal property regulations, and the ability to manage multiple construction projects in a safety-focused environment.

This is a part time position requiring approximately 20-30 hours per week.

Duties & Responsibilities:



  • Manage multiple maintenance and repair projects simultaneously, average cost between $50,000 and $3 million, being executed by MSTS (M&O site contractor for NNSS site) leveraging resources and schedules to stay within a reasonable budget and schedule.
  • Manage property accountability, excessing, and disposal processes in compliance with DOE, GSA, and federal regulations.
  • Support facility operations including inventory control, maintenance coordination, and lock/key management.
  • Safely transport materials, equipment, and personnel using medium-duty trucks and material handling equipment.
  • Collaborate with multiple agencies and stakeholders across federal, state, and local levels.
  • Ensure adherence to safety protocols, procedures, and emergency preparedness standards.
  • Oversee fleet operations, including vehicle tracking, maintenance scheduling, and compliance reporting.
  • Prepare reports and maintain detailed records for federal stakeholders and headquarters offices.


Required Qualifications:



  • 5+ years of experience in project management, facilities operations, property management and/or federal site support.
  • Some knowledge of federal property disposal procedures and compliance requirements.
  • Ability to manage fleet operations and material handling logistics.
  • Forklift certification and experience with equipment such as pallet jacks and lift tables (or ability to obtain it after hiring).
  • Valid driver's license with experience operating medium-duty trucks (e.g., F750 or similar).
  • Excellent communication skills with experience engaging senior government and executive personnel.
  • Ability to work independently in high-responsibility environments.
  • U.S. Citizenship is required.


Desired Qualifications:



  • Prior experience supporting DOE or similar federal agencies.
  • Military background or experience in structured, mission-critical environments.
  • CPR/First Aid/AED certification (or ability to obtain it after hiring).
