The Opportunity

At i360technologies, we deliver business consulting and technology solutions that support the mission of federal agencies. We are seeking a Test and Evaluation Analyst to plan and execute testing of software changes across the client's Oracle Federal Financials environment, operated as a shared service serving multiple agencies.

This role develops and runs test plans and cases across all tiers of testing, validates that changes meet requirements, and recommends remediation for issues before they reach production. This role is on-site at the client's Financial Service Center (FSC) in Chesapeake, VA. Telework is limited and requires client approval, so this is an in-office role. Work is performed within the FSC's normal help desk operating hours (6:00 am-9:00 pm ET, Monday-Friday) on a typical 40-hour week; occasional work outside normal hours (for example, maintenance weekends and month-end or year-end closing) may be required.

What You Will Do
  • Develop and execute test plans, test cases, and test procedures so that system products and services meet client standards and end-user requirements.
  • Perform and support testing of software changes across the system, interfaced applications, support applications, and the standard workstation image, including all tiers of testing and user acceptance testing.
  • Support all programmatic T&E events, including Developmental/Integration Test & Evaluation (DT&E), User Acceptance Test (UAT), and Operational Test & Evaluation (OT&E), and keep testing traceable to the Requirements Traceability Matrix (RTM).
  • Support scheduled surge testing activities initiated by the PMO.
  • Analyze financial application issues, document defects, and recommend remediation options for client approval before execution.
  • Coordinate with the functional, architect, help desk, and program leads to align testing with the release schedule and requirements.
  • Maintain test documentation, scripts, and results to support repeatable testing and audit needs.
  • Support upgrade and patch cycles by validating system outputs, data transfers, and release activities.
Required Qualifications
  • Bachelor's degree in a related discipline.
  • Minimum 6 years of experience in testing and evaluation.
  • Demonstrated experience developing and executing test plans, cases, and procedures for enterprise applications.
  • Experience documenting defects and recommending remediation.
  • Ability to work on-site in Chesapeake, VA.
  • Use AI tools to improve efficiency in research, drafting, and analysis, while validating all outputs for accuracy, completeness, and compliance.

Preferred Experience
  • Testing experience with Oracle Federal Financials, including upgrade (for example, 12.2) and quarterly patch cycles.
  • Familiarity with federal financial management environments and shared service operations.
  • Experience with Section 508 accessibility testing and ServiceNow-managed change control.
What Success Looks Like
  • Suggested: Test plans, cases, and procedures are traceable to the Requirements Traceability Matrix (RTM).
  • Suggested: Defects are documented clearly, with remediation options recommended for client approval.
  • Suggested: Upgrade and patch cycles are validated, including system outputs, data transfers, and release activities.
