The Opportunity

At i360technologies, we deliver business consulting and technology solutions that support the mission of federal agencies. We are seeking a Senior Program Manager to lead a federal financial management support program for a client that operates Oracle E-Business Suite and Oracle Federal Financials as a shared service provider serving multiple agencies.

The Program Manager owns delivery across all task areas, serves as the primary point of contact for the contracting officer and COR, and is responsible for the cost, schedule, quality, and performance of the engagement. This role is on-site at the client's Financial Service Center (FSC) in Chesapeake, VA. Telework is limited and requires client approval, so this is an in-office role. Work is performed within the FSC's normal help desk operating hours (6:00 am-9:00 pm ET, Monday-Friday) on a typical 40-hour week; occasional work outside normal hours (for example, maintenance weekends and month-end or year-end closing) may be required.

What You Will Do
  • Direct and manage all operational support functions, including program management, the multi-tier help desk, financial business operations, system maintenance and monitoring, testing, documentation, data management, audit support, and training and change management.
  • Serve as the senior point of contact for the client, building relationships with stakeholders across the supported agencies and the program management office.
  • Manage performance against service level agreements and government deliverable schedules, and report program status to client leadership.
  • Lead risk management, including risk analyses for ongoing projects, briefing packages detailing risk areas, and facilitation of the monthly risk management board meetings.
  • Oversee staffing, workforce planning, and continuity of operations.
  • Own program plans and reporting, including the project plan, transition plan, Business Continuity Plan, and Monthly Status Reports.
  • Track program performance using a Balanced Scorecard environment and government tracking tools (Microsoft 365: Planner, Project, SharePoint, Teams).
  • Drive process improvement and audit readiness across financial operations.
Required Qualifications
  • Bachelor's degree in a related field.
  • Minimum 10 years of related experience, including program or project management on federal IT and/or financial management efforts.
  • Demonstrated experience managing service-level-driven operations, deliverables, and government client relationships.
  • Ability to work on-site in Chesapeake, VA.
  • Use AI tools to improve efficiency in research, drafting, and analysis, while validating all outputs for accuracy, completeness, and compliance.

Preferred Experience
  • Experience with Oracle E-Business Suite or Oracle Federal Financials in a federal shared service environment.
  • Familiarity with federal financial management programs, ServiceNow-based help desk operations, and federal audit support.
  • PMP certification.
What Success Looks Like
  • Suggested: Service level agreements and government deliverable schedules are met and reported to client leadership.
  • Suggested: Risks are analyzed and briefed, and the monthly risk management board meetings run well.
  • Suggested: Key personnel and staffing stay stable, with continuity of operations in place.
Security & Eligibility Requirements
  • U.S. citizenship is required.
  • Selected candidate must successfully clear a U.S. government suitability background check.
  • Must sign a non-disclosure agreement before gaining site and system access.

  • Referral Bonus
  • (401k) Matching
  • Holidays - Eleven
  • Technology Reimbursement
  • Short-Term & Long-Term Disability
  • Life Insurance (Basic, Voluntary & AD&D)
