The Opportunity

At i360technologies, we deliver business consulting and technology solutions that support the mission of federal agencies. We are seeking an Oracle Federal Financials Functional Lead to own the functional configuration and business solution design of the client's Oracle E-Business Suite environment, operated as a shared service serving multiple agencies.

This role bridges the client's financial business needs and the system, translating requirements into Oracle Federal Financials configuration, leading functional design and testing, and serving as the functional authority across the EBS modules. This role is on-site at the client's Financial Service Center (FSC) in Chesapeake, VA. Telework is limited and requires client approval, so this is an in-office role. Work is performed within the FSC's normal help desk operating hours (6:00 am-9:00 pm ET, Monday-Friday) on a typical 40-hour week; occasional work outside normal hours (for example, maintenance weekends and month-end or year-end closing) may be required.

What You Will Do
  • Lead functional configuration and solution design across Oracle Federal Financials modules, ensuring the system supports the client's accounting and business operations.
  • Gather and document functional requirements, then translate them into configurations, reports, and queries that meet client needs.
  • Serve as the functional subject matter authority for posting logic and Subledger Accounting, and guide resolution of complex functional issues escalated from the help desk.
  • Lead functional design and user acceptance testing for system changes, upgrades, and enhancements, and recommend remediation options for client approval.
  • Support period close, journal voucher processing, interface monitoring, and federal reporting from a functional standpoint.
  • Partner with the architect, master data, help desk, and program leads to align functional solutions with the release schedule and audit requirements.
  • Contribute to SOPs, desk guides, and training content for functional processes.
Required Qualifications
  • Bachelor's degree or equivalent experience.
  • Minimum 6 years of related experience, with significant time in Oracle Federal Financials functional roles.
  • Demonstrated experience configuring Oracle financial modules and leading requirements gathering and testing.
  • Strong ability to translate business needs into system solutions and to guide other analysts.
  • Ability to work on-site in Chesapeake, VA.
  • Use AI tools to improve efficiency in research, drafting, and analysis, while validating all outputs for accuracy, completeness, and compliance.

Preferred Experience
  • Oracle Federal Financials experience in a federal shared service environment.
  • Familiarity with federal financial management standards, Treasury reporting (GTAS, DATA Act), and ServiceNow-managed change control.
  • Experience with Oracle EBS 12.2 upgrades and federal audit support.
What Success Looks Like
  • Suggested: Functional requirements are documented and turned into configurations, reports, and queries that meet client needs.
  • Suggested: Complex functional issues escalated from the help desk reach a clear resolution.
  • Suggested: Functional design and UAT for changes and upgrades are completed in line with the release schedule.
Security & Eligibility Requirements
  • U.S. citizenship is required.
  • Selected candidate must successfully clear a U.S. government suitability background check.
  • Must sign a non-disclosure agreement before gaining site and system access.
