The Opportunity

At i360technologies, we deliver business consulting and technology solutions that support the mission of federal agencies. We are seeking a Training and Change Management Specialist to lead training delivery and organizational adoption for a client that operates Oracle Federal Financials as a shared service provider serving multiple agencies.

This role builds the training and communications that help internal and external users adopt system changes, new features, and updated business processes. This role is on-site at the client's Financial Service Center (FSC) in Chesapeake, VA. Telework is limited and requires client approval, so this is an in-office role. Work is performed within the FSC's normal help desk operating hours (6:00 am-9:00 pm ET, Monday-Friday) on a typical 40-hour week; occasional work outside normal hours (for example, maintenance weekends and month-end or year-end closing) may be required.

What You Will Do
  • Develop and deliver training programs for system users across the supported agencies, including curriculum, job aids, and instructional materials.
  • Plan and run the people side of change for system upgrades, enhancements, and process updates, so users adopt and use new capabilities effectively.
  • Support organizational planning and Change Management Planning (CMP), and provide training to internal and external customers as system upgrades and changes are managed.
  • Build and execute change management strategies that maximize user adoption and minimize disruption during releases and configuration changes.
  • Partner with program management, help desk, and functional leads to align training and communications with the release schedule and support priorities.
  • Measure training effectiveness and adoption, and adjust materials and approach based on user feedback and performance data.
  • Support documentation efforts by contributing training content to SOPs, desk guides, and user guides.
Required Qualifications
  • Bachelor's degree in a related discipline.
  • Minimum 4 years of experience in training or change management.
  • Experience developing and delivering end-user training and managing adoption for system or process changes.
  • Strong written and verbal communication skills, including the ability to translate technical changes into clear user guidance.
  • Ability to work on-site in Chesapeake, VA.
  • Use AI tools to improve efficiency in research, drafting, and analysis, while validating all outputs for accuracy, completeness, and compliance.

Preferred Experience
  • Experience supporting Oracle E-Business Suite, Oracle Federal Financials, or other enterprise financial systems.
  • Familiarity with federal financial management environments and shared service operations.
  • Change management certification (for example, Prosci/ADKAR) or instructional design experience.
What Success Looks Like
  • Suggested: Training programs, curriculum, and job aids are in place for system users across the supported agencies.
  • Suggested: Users adopt system upgrades, enhancements, and process changes with minimal disruption.
  • Suggested: Training effectiveness and adoption are measured, and materials are adjusted based on feedback.
Security & Eligibility Requirements
  • U.S. citizenship is required.
  • Selected candidate must successfully clear a U.S. government suitability background check.
  • Must sign a non-disclosure agreement before gaining site and system access.
