Project Manager

Fearless is seeking a Project Manager to lead delivery for a federal customer. This role is responsible for ensuring successful project outcomes through effective planning, stakeholder engagement, risk management, and delivery oversight. This individual will oversee project execution from initiation through delivery, coordinate activities across product, engineering, and stakeholder teams, and ensure alignment with customer priorities, contractual obligations, and organizational goals. The Project Manager will drive communication, manage dependencies and risks, and ensure delivery commitments are met while supporting a collaborative, high-performing team environment.

As a Project Manager, you manage and integrate multiple projects to deliver a single, impactful outcome. You operate independently, providing world-class service that drives account growth and ensures positive net customer retention across all assigned project offices. This role involves overseeing project delivery and leading and mentoring team members, equipping them with the skills necessary to be effective in their roles. You will foster collaboration and excellence, ensuring successful project outcomes while contributing to the organization's strategic growth.

Work Location

This role operates largely in a remote capacity. There may be occasional travel to the customer location in Washington, DC to support collaboration with federal stakeholders.

Fearless Your Responsibilities in this Role:

* Build and maintain strong working relationships with stakeholders to support delivery alignment and effective collaboration.

* Serve as the primary liaison between the technical teams, and government stakeholders to ensure transparency, alignment, and collaboration.

* Lead project planning activities, including scope definition, schedule management, resource coordination, and delivery forecasting.

* Manage project execution to ensure delivery milestones, contractual commitments, and customer expectations are achieved.

* Coordinate cross-functional teams to deliver technical solutions aligned with stakeholder priorities and business objectives.

* Build consensus around requirements and priorities across multiple business and IT organizations with differing perspectives.

* Gain stakeholder agreement on achievable implementation schedules and ensure adherence to delivery commitments.

* Lead, teach, and mentor the team members to build their capabilities and prepare them for leadership roles.

* Translate prioritized requirements into clear, detailed specifications usable by both human developers and AI code generators.

* Identify, assess, and proactively manage project risks, issues, assumptions, and dependencies.

* Develop and maintain project reporting, status communications, and executive-level briefings.

* Support program governance activities, including project reviews, roadmap planning, and strategic decision-making.

* Monitor project health through delivery metrics, milestones, and stakeholder feedback.

* Coordinate dependency management across teams, vendors, and government stakeholders.

* Ensure project documentation remains accurate, current, and accessible.

* Facilitate decision-making and issue resolution across stakeholder groups.

* Collaborate with Product Owners, Scrum Masters, Delivery Managers, and government stakeholders to maintain alignment on goals, priorities, and outcomes.

* Ensure delivery practices comply with federal requirements, including FISMA, FedRAMP, and Section 508.

Work Experience

PROJECT SKILL AND EXPERIENCE REQUIREMENTS

* Minimum of 7 years of experience as a Project Manager or equivalent leadership role, including experience managing efforts of similar scope and complexity.

* Ability to obtain and maintain a Public Trust clearance.

* Bachelor's degree or higher.

* Project Management certification or equivalent work experience (e.g., PMP, PMI-ACP, PRINCE2, SAFe Agilist, or comparable certification preferred).

* Demonstrated experience leading complex digital service delivery efforts for federal customers.

* Proven ability to manage project scope, schedule, risks, dependencies, budgets, and stakeholder communications.

* Experience leading multidisciplinary teams and delivering innovative, human-centered digital solutions.

* Strong experience building partnerships and collaborating with executive stakeholders, business teams, and technical teams.

* Proven ability to translate business requirements into actionable delivery plans and technical outcomes.

* Strong facilitation, communication, negotiation, and conflict resolution skills.

* Experience using delivery and collaboration tools such as Jira, Confluence, Miro, and GitHub.

* Experience supporting Agile software development and DevSecOps delivery environments.

* Working knowledge of human-centered design principles.

* Familiarity with Executive Order 14058, OMB A-11 Section 280, and digital.gov guidance is a plus.

* Experience with CI/CD integration and DevSecOps delivery models is a plus.

  • Technology Awareness:Wholistic knowledge of technology developments and new applications (hardware, software, telecommunications), emerging technologies and ability to apply to business processes and implementation of information systems to meet organizational requirements.
  • Project Management for Gov Contracts:Applies project management principles and practices to plan, execute, and close government projects, ensuring timely delivery, budget adherence, and compliance with federal regulations.
  • Account Growth & Retention:Nurtures, grows and maintains existing accounts by monitoring, measuring, and ensuring customer satisfaction; leveraging existing contracts for up-selling and cross-selling opportunities, actively troubleshooting and resolving issues, countering competitive threats, and expanding customer networks and champions.
  • Government Procurement Rules, Regulations & Methods:Uses knowledge of contracting officers, acquisition regulations, procurement levels, and government contracting methods-including contract types, IDIQ, GSA schedules, socio-economic categories, and teaming agreements-to identify opportunities and secure funding that align with the organization's strategic priorities, ensuring successful outcomes for both the organization and its customers.
  • Evaluating Business Challenges:Partners with stakeholders to understand current and future challenges, and identify needs and opportunities for improvement. Informs stakeholders about current and future threats and liabilities that jeopardize successful outcomes. Advises stakeholders through collaboration and recommends solutions to ensure attainment of business outcomes and support the organization's strategic direction and long-term goals.
  • Advising on Solutions:Provides guidance to other professionals, managers and business unit teams on implementation of related solutions. Works with business partners to overcome obstacles to implementing solutions. Provides follow-up to and ongoing support for implementation of solutions to ensure their continued effectiveness. Ensures that the implementation of solutions adheres to defined goals and outcomes. Provides ongoing support and solutions to business unit leaders on the organization's strategic direction. Encourages staff and leaders to provide input on strategic business decisions. Works with leaders to overcome obstacles to implementing initiatives.   • Team Management:Manages the team by analyzing team data (such as forecasts and progress to goals), ensuring achievement of metrics allocating resources and managing budgets attracting, selecting, onboarding, developing, coaching, motivating, promoting and terminating team members. Conducts performance reviews and career planning, removes demotivating factors in the environment, and enhances collective team competencies.
  • Focus on Performance:Ensures high performance standards and accountability across the organization by focusing team on results, ensuring accountability, using metrics to measure performance and operating applying continuing improvement.
  • Cost Estimation & Budgeting:Develops accurate cost estimates and budgets for government projects, ensuring compliance with federal financial management regulations and guidelines.
  • Environmental & Customer Awareness:Maintains awareness of agency and other external dynamics, power structures within client environments as well as functional/domain knowledge, regulatory trends and contract requirements that influence service delivery and company expansion/growth.

Required Level of Proficiency:

  • Practical Application: You can complete tasks in required competency/skill-based areas as requested. Help from an expert may be necessary from time to time, but you can usually perform the skill independently.

Physical Requirements:

  • Ability to sit for extended periods while working on a computer or during meetings.
  • Must be able to travel occasionally to client sites or company meetings, which may involve driving or flying.
  • Ability to communicate effectively via phone, email, and in-person, requiring clear speech, listening, and written communication skills.
  • Ability to move within an office environment, including reaching for files, using office equipment, and occasional light lifting (up to 10 pounds).

The salary range for this position is:

Minimum Salary: $120,588

Salary Midpoint: $156,764

Maximum Salary: $195,955

Hiring Range for Role: $120,588 - $145,000

*This position is eligible for a discretionary bonus based on individual and company performance criteria.
