The Director, Bid & Proposal Management, is responsible for leading Econolite's proposal and bid management function, overseeing the development, coordination, and submission of high-quality proposals in support of the Company's growth objectives. This role partners closely with Sales, Business Development, Marketing, Operations, Finance, and technical teams to develop winning pursuit strategies, ensure proposal compliance, manage pursuit activities, and drive continuous improvement across the proposal development process. The Director is responsible for establishing best practices, enhancing operational efficiency, and strengthening Econolite's competitive position through effective proposal management and commercial execution.

DUTIES:

  • Lead and manage all competitive pursuits, including RFPs, RFQs, RFIs, IFBs, IDIQs, and qualification-based submissions.
  • Develop and implement proposal strategies, win themes, value propositions, and bid/no-bid decision processes to support business growth.
  • Oversee the full proposal lifecycle from opportunity identification through submission, award, and post-award analysis.
  • Partner with Sales, Business Development, Marketing, Operations, Finance, and technical teams to develop winning pursuit strategies and ensure proposal compliance.
  • Leverage AI and automation technologies to improve proposal development efficiency, content generation, compliance reviews, and workflow management.
  • Implement and optimize proposal management tools and systems, including integration with CRM, ERP, and knowledge management platforms.
  • Establish proposal governance, review processes, and best practices to ensure high-quality, compliant submissions.
  • Develop and maintain proposal performance metrics, dashboards, and reporting related to win rates, proposal cycle times, resource utilization, and business outcomes.
  • Conduct win/loss analyses, customer debriefs, competitive assessments, and identify opportunities for continuous improvement.
  • Manage and enhance a centralized proposal content library, competitive intelligence repository, and knowledge management program to improve content reuse and standardization.

QUALIFICATION:

  • Bachelor's degree in Business, Marketing, Communications, Journalism, English, or a related field; equivalent experience may be considered.
  • 10+ years of progressive experience in proposal management, capture management, bid management, or pursuit excellence leadership roles.
  • Demonstrated success improving proposal operations, increasing win rates, and supporting growth within government, public sector, infrastructure, transportation, or related industries.
  • Experience implementing AI-enabled proposal development tools, automation solutions, analytics, and process improvement initiatives.
  • Strong knowledge of public procurement processes, competitive bidding, proposal compliance, and capture management best practices.
  • Exceptional leadership, communication, project management, organizational, and stakeholder management skills.
  • APMP Certification preferred.
  • Experience with business intelligence, reporting, and dashboarding tools preferred.
  • Knowledge of CRM, ERP, proposal management, content management, and knowledge management platforms preferred.
  • Experience developing proposal knowledge management programs and AI-assisted content generation processes preferred.
  • Graphic design, visual communications, and marketing communications experience preferred.

COMPENSATION

The base pay range for this full-time exempt position is $135,000 - $150,000 per year plus benefits. Pay ranges are determined by various factors, including role, experience, and location. The pay range displayed reflects the minimum and maximum target for new hire base pay rates for this position. Within the range, actual individual compensation is determined by various factors, including location, job-related skills, experience, and relevant education or training.
