Job Description

The Oracle Database Migration Specialist will support assessment, planning, and execution of Oracle database modernization and migration initiatives. This individual will work with technical stakeholders to evaluate existing Oracle environments, develop migration strategies, perform data migration activities, and support testing and post-migration optimization efforts. The ideal candidate has demonstrated experience successfully migrating applications and databases from Oracle to alternative database platforms in complex enterprise environments, combining hands-on use of approved migration tooling with the ability to manually convert complex Oracle-specific objects that tooling cannot fully automate.

Duties/Responsibilities

  • Assess current Oracle database environments and identify migration considerations, risks, and dependencies.
  • Develop migration strategies, roadmaps, and implementation plans.
  • Execute database migration activities, including schema conversion, PL/SQL object conversion, data migration, validation, and cutover support.
  • Collaborate with application teams to identify and remediate database-related issues during migration efforts, including JDBC/ODBC connectivity changes.
  • Analyze and optimize database performance before, during, and after migration.
  • Support testing activities, including functional, integration, performance, and user acceptance testing.
  • Document migration procedures, technical designs, and operational processes.
  • Provide recommendations for database modernization and operational improvements.
  • Participate in technical discussions with customer and project stakeholders.
  • Troubleshoot and resolve database-related issues throughout the migration lifecycle.

Required Skills/Abilities

  • Strong experience with Oracle Database administration and/or development.
  • Experience leading or supporting Oracle-to-non-Oracle database migrations.
  • Hands-on experience with Ora2Pg (the customer-approved Oracle-to-PostgreSQL migration tool for this environment) or a comparable Oracle-to-PostgreSQL migration toolset, including experience with Change Data Capture (CDC)-based migration for minimal-downtime cutover.
  • Demonstrated ability to manually convert Oracle PL/SQL objects (packages, procedures, functions, triggers, views, and synonyms) to PostgreSQL/PL-pgSQL equivalents, since portions of migration work require manual remediation even with approved tooling in place.
  • Knowledge of database migration methodologies, tools, and best practices.
  • Experience with database assessment, planning, testing, and cutover activities.
  • Strong SQL and database performance tuning skills.
  • Experience provisioning and configuring cloud-hosted relational databases (e.g., AWS RDS), including parameter groups, monitoring, and backup configuration.
  • Ability to analyze complex technical environments and develop migration recommendations.
  • Experience troubleshooting database and application integration issues.
  • Strong written and verbal communication skills.
  • Ability to work independently and collaboratively within cross-functional teams.

Nice to Have Skills

  • Experience migrating Oracle databases to: PostgreSQL, Microsoft SQL Server, Azure SQL Database, AWS RDS.
  • Experience with AWS Schema Conversion Tool (SCT) and/or AWS Database Migration Service (DMS), which could further reduce migration effort if approved for use by the customer in the future.
  • Experience with an enterprise migration/ETL toolkit such as EDB (EnterpriseDB) Postgres AI Migration Toolkit (MTK), or an equivalent enterprise-grade migration tool.
  • Experience migrating Oracle 19c database environments specifically.
  • Cloud migration and modernization experience.
  • Application modernization experience associated with database migrations.
  • Experience with ETL, data integration, and data conversion tools.
  • Data validation and reconciliation experience (e.g., row-count checks, referential integrity validation) following migration cutover.
  • Database architecture and solution design experience.
  • Familiarity with DevOps, CI/CD, and Infrastructure as Code practices.
  • Experience supporting federal, public sector, or highly regulated environments.
  • Previous experience serving as a technical lead or migration architect.

Education and Experience

  • Bachelor's degree in Computer Science, Information Systems, Engineering, or related field (or equivalent combination of education and experience).
  • Minimum of 7+ years of relevant database experience (11+ years of relevant experience without a Bachelor's degree).
  • Demonstrated experience supporting at least one Oracle database migration project.
  • Experience working in enterprise-scale IT environments preferred.

Travel Requirement

Minimal travel anticipated.

Clearance Requirement

  • Public Trust
  • U.S. Citizenship required
